President of the Socialist Republic of Viet Nam and General Secretary of the Central Committee of the Communist Party of Viet Nam, H.E. To Lam, addressed the Parliament of Sri Lanka this morning (08).
President of the Socialist Republic of Viet Nam and General Secretary of the Central Committee of the Communist Party of Vietnam, H.E. To Lam, who is on a State visit to Sri Lanka at the invitation of President Anura Kumara Dissanayake, paid floral tribute this morning (08) to the statue of Ho Chi Minh situated within the premises of the Colombo Public Library.
Five Memoranda of Understanding (MoUs) signed between Viet Nam and Sri Lanka covering several key sectors were formally exchanged this morning (08) at the Presidential Secretariat in the presence of President Anura Kumara Dissanayake and the President of the Socialist Republic of Viet Nam and General Secretary of the Central Committee of the Communist Party of Viet Nam, Tô Lâm.
Marking a new chapter in Sri Lanka–Viet Nam relations, the agreements covered areas including tourism, security cooperation, religious and cultural affairs, civil and commercial engagement, transport, economic cooperation, as well as science and technology.
Accordingly:
An MoU between the People’s Police Academy of the Ministry of Public Security of Viet Nam and the National Police Academy of Sri Lanka on cooperation in police training and scientific research was exchanged by Viet Nam ’s Minister of Public Security, General Luong Tam Quang and Sri Lanka’s Minister of Public Security and Parliamentary Affairs, Ananda Wijepala.
An MoU on cooperation in the fields of science and technology between the Ministry of Science and Technology of Sri Lanka and the Ministry of Science and Technology of Viet Nam was exchanged by Viet Nam’s Minister of Science and Technology, Vu Hai Quan and Sri Lanka’s Minister of Science and Technology, Chrishantha Abeysena.
An MoU between Viet Nam’s Ministry of Ethnic and Religious Affairs and Sri Lanka’s Ministry of Buddhasasana, Religious and Cultural Affairs was exchanged by Viet Nam’s Minister of Ethnic and Religious Affairs, Nguyen Dinh Khang and Sri Lanka’s Minister of Buddhasasana, Religious and Cultural Affairs, Dr. Hiniduma Sunil Senevi.
An MoU on cultural cooperation between Viet Nam ’s Ministry of Culture, Sports and Tourism and Sri Lanka’s Ministry of Buddhasasana, Religious and Cultural Affairs was exchanged by Viet Nam ’s Deputy Minister of Culture, Sports and Tourism, Ho An Phong and Minister Dr. Hiniduma Sunil Senevi.
An MoU on cooperation in the field of information and communications between Viet Nam’s Ministry of Culture, Sports and Tourism and Sri Lanka’s Ministry of Health and Mass Media was exchanged by Viet Nam’s Deputy Minister of Culture, Sports and Tourism, Ho An Phong, and Sri Lanka’s Deputy Minister of Mass Media, Dr. Kaushalya Ariyarathna.
During the occasion, a donation of 100 metric tonnes of fertiliser from the Government of Viet Nam to Sri Lanka was also officially handed over. The consignment was presented by Viet Nam ’s Minister of Finance, Ngo Van Tuan and the Chief Executive Officer of the Viet Nam National Chemical Group, Nguyen Huu Tu, to the Secretary to the Ministry of Agriculture, D. P. Wickramasinghe.
President Tô Lâm’s state visit is taking place at the invitation of President Anura Kumara Dissanayake and follows the Sri Lankan President’s state visit to Viet Nam in 2025, which coincided with the 55th anniversary of diplomatic relations between the two countries.
President Tô Lâm is accompanied by a high-level delegation comprising senior ministers of the Viet Nam Government and senior leaders of the Central Committee of the Communist Party of Viet Nam.
The official welcoming ceremony for the President of the Socialist Republic of Viet Nam and General Secretary of the Central Committee of the Communist Party of Viet Nam, H.E. To Lam, who is on a State visit to Sri Lanka at the invitation of President Anura Kumara Dissanayake, was held this morning (08) at the Presidential Secretariat under the patronage of President Dissanayake.
At the invitation of President Anura Kumara Dissanayake, President of the Socialist Republic of Vietnam and General Secretary of the Central Committee of the Communist Party of Vietnam, Tô Lâm, arrived in Sri Lanka commencing a State Visit to the island.
Sri Lanka and the Maldives reaffirmed their long-standing friendship and commitment to deeper economic cooperation at the Maldives–Sri Lanka Business Forum in Colombo, with leaders from both countries highlighting shared resilience, mutual support and growing opportunities for partnership.

The President of the Vietnam, To Lam, is scheduled to arrive in Sri Lanka on May 7 for an official visit. During his visit, he is also expected to address the Parliament of Sri Lanka on May 8.
Marking a new chapter in Sri Lanka’s urban transport sector, construction of the country’s first Metro Bus depot commenced today (4) in Kadawatha.
