According to the Ministry, this project was initiated with an objective to create a peaceful environment by alleviating the disturbing situations and the long term issues between university students and the students of the Institute of Technology, established within the University of Moratuwa and to develop the National Diploma Technology program which enjoys high national and international demand, and to expand it enabling an increase in the .student intake.

The space thus created will also be used to increase the intake of the engineering students at the University of Moratuwa. There is also a priority need to accommodate technological stream students expected to enter universities from 2015, by implementing this project.
