1. Memorandum of Understanding between General Sir John Kothalawala University and the
UFA State Aviation Technical University of Russian Federation.
It has been proposed to sign a Memorandum of Understanding between General Sir John
Kothalawala University and the UFA State Aviation Technical University of Russian Federation
with the objective of further strengthening the favourable relationship between the two countries,
enhancing the study and research cooperation in the fields of aviation and aeronautical
engineering, exchange of intellects and scientists as well as exchange the information, academic
material and publications in the fields that conduct research on the mutually interested sectors.
Accordingly, the Cabinet of Ministers approved the proposal submitted by His Excellency the
President as the Minister of Defence to sign the Memorandum of Understanding.
2. Rewarding a house to Mr. Herath Mudiyanselage Dinesh Priyantha who won the gold medal
from the javelin throwing event at the Paralympics in 2020.
Mr. Herath Mudiyanselage Dinesh Priyantha was able to bring fame to Sri Lanka at the
Paralympic 2020 held in Tokyo Japan by keeping a new world record and winning the gold medal
at the javelin throwing event. The Cabinet of Ministers granted approval for the proposal submitted
by the Hon. Prime Minister as the Minister of Urban Development and Housing to transfer a
housing unit worth rupees 14.2 million from the Metro Home housing project at Slave Island that
was implemented by the Urban Development Authority as a free grant to him as a tribute to his
dedication to crown the country with a win.
3. Allocating a plot of land from Narahenpita area for the construction of a hospital for Sri
Lanka Air Force.
The Urban Development Authority has been transferred a land of 7 acres and 39.9 perches from
Narahenpita area for implementing urban development projects. Sri Lanka Air Force has requested
from the Urban Development Authority to release 03 acres from this land for construction of a
hospital. Accordingly, the Cabinet of Ministers granted approval for the proposal submitted by the
Hon. Prime Minister as the Minister of Urban Development and Housing to transfer a portion of
land in extent of 03 acres to Sri Lanka Air Force as a free grant.
4. Releasing the tunnel earth generated with the excavation of the tunnel that join Kalu Ganga
– Moragahakand under the North Central Province Maha Ela (Great Cannel) project to
Road Development Authority.
The tunnel earth that is removed at the excavation of the tunnel that join Kalu Ganga –
Moragahakanda which is one of the components under the Mahaveli Water Conservation
Investment Programme that is implemented under Asian Development Bank funds is temporarily
deposited within the reservations belong to the Department of Forest Conservation. The muck
consisted of granite rocks that cannot be utilized directly for construction activities. The Cabinet of
Ministers granted approval for the proposal furnished by the Minister of Highways to issue this
muck to the Road Development Authority free of charge, so that they can be used for ABC
(Aggregate Base Course ) raw materials necessary for the construction project of 100,000
kilometres of road which is implemented by the Government as well as for the renovation and
enhancement activities of 9.3 kilometre long Illukkumbura to Lakgala road that has to be
renovated and enhanced due to construction work of the tunnel.
5. Project to develop an enhanced framework for transparency in the fields of agriculture,
forestry and other land utilization sectors.
Sri Lanka, while acting as a counterpart of the United Nations Convention on Climate Changes
since the year 1993, has approved the Paris agreement in the year 2016. The Ministry of
Environment is serving as the national central agency for the Paris agreement. In accordance with
the provisions of the said agreement, the contributions of nationalities in Sri Lanka has been
furnished to United Nations Convention on Climate Changes on the 30 th of July 2021 and
agriculture and forestry has been recognized two major sectors under that. As per section 13 of the
Paris agreement, the counterpart countries shall report the progress of the actions taken in regard to
the climatic changes transparently. Accordingly, a project has been planned to prepare the
framework that transparency has been enhanced for the sectors of agriculture, forestry and other
land utilization fields with the financial grant of global environment facility advised by the
Ministry of Environment and the assistance by the United Nations Food and Agriculture
Organization. The United Nations Food and Agriculture Organization has agreed to grant United
States Dollars 863,242 under the global environment facility for implementing that project.
Accordingly, the Cabinet of Ministers approved the resolution submitted by the Minister of
Environment to implement the said project and sign an agreement with the United Nations Food
and Agriculture Organization.
6. Awarding two plots of land in the proximity of Mattala Rajapaksa International Airport to
construct and operate two airport hotels.
Although Hambantota area where Mattala Rajapaksa International Airport is located, Is a major
tourist destination, only a few hotels are in operation at present. It has been observed that it is an
advantageous situation to attract tourists by constructing 02 four (04) star class hotels adjoining the
airport. Two (02) plots of land have been recognized suitable at the right side of the terminal
building of the airport for the purpose. Accordingly, the Cabinet of Ministers approved the
resolution tabled by the Minister of Tourism for calling proposals from investors to establish the
02 proposed hotels
7. Awarding one – time allowance for the rehabilitation of families of the missing persons.
Policies have been formulated to assist in rehabilitation of the lives of individuals affected by
grievances under various situations / circumstances, according to the compensation policies and
guidelines. Accordingly, the relevant families should be aided subject to the policies already
formulated to enable the promotion of reconciliation for all Sri Lankans with security including the
future generation. In par with the office of the missing persons No. 17 of 2016 recommends the
Registrar General to issue the certification of death or the missing subsequent to conducting proper
investigations in relation to missing persons. Accordingly, the resolution submitted by the Minister
of Justice to pay a lifetime allowance of rupees 100,000 for the closest relative of the family of
missing person who possess a certification of the missing person issued by the Registrar General
for the rehabilitation of family depending on the particulars revealed by the office of the missing
persons was approved by the Cabinet of Ministers.
8. Project to construct 408 housing units in Millagahawatte area, Wattala.
Bids have been invited following the national competitive bidding methodology for the
implementation of the project to construct 408 housing units in Millagahawatte area, Wattala.
Accordingly, the Cabinet of Ministers have granted approval to the proposal furnished by the Hon.
Prime Minister as the Minister of Urban Development and Housing for awarding the relevant
contract to International Constructions Consortium (Pvt.) Limited subject to the recommendation
of the standing committee on negotiations appointed by the Cabinet of Ministers.
9. Improvement of Nadukuda, Chunnakam and Aaniyakanda Grid Sub Stations under the
bank loan of the Asian Development Bank.
Bids have been invited by following the international competitive methodology to select an
appropriate contractor for the implementation of this project. The Standing Procurement
Committee appointed by the Cabinet of Ministers has recommended the awarding of the relevant
contract to the joint venture TBEA Shenyan Transformer Group and Sealex Engineering Limited.
The concurrence of the Asian Development Bank has been received for the said recommendation.
Accordingly, the Cabinet of Ministers approved the resolution submitted by the Minister of Power
to award the relevant contract.
10. Awarding the long term contract of importing diesel
Bids have been invited from registered suppliers to award the long term contract of import of
diesel (maximum Sulphur percentage of 0.05) for a period of eight (08) months from 01.03.2022 to
31.10.2022. The special procurement standing committee appointed by the Cabinet of Ministers
has recommended to award the relevant procurement to Coral Energy DMCC Company.
Accordingly, the Cabinet of Ministers approved the resolution submitted by the Minister of Power
to award the said procurement to the said entity.
11. Procurement for the supply of 1,900,000 vials of 10ml Biphasic Ecophene Insulin vaccine
of BP30/70, 1000 IU/
Internationally competitive bidding has been invited to purchase this vaccine which is used to treat
diabetics. The cabinet appointed Standing procurement Committee on Procurement has
recommended that the bid be awarded to the lowest bidder, the Wockhardt Limited of India. This
recommendation has been approved by the procurement appeals board. Accordingly, the cabinet
of ministers approved the proposal presented by the Minister of Health to award the contract for
the supply of only 1.5 million doses of the relevant drug to the Institute of Diseases of India and to
purchase the remaining quantity of vaccine in the future based on actual consumption by the year
2022.
12. Procurement for the supply of 3,000,000 Particle filter face masks
Internationally competitive bidding has been invited for the purchase of these masks, which are
used to prevent respiratory tract infections. Following the recommendation of the Technical
Evaluation Committee, the Cabinet Appointed Standing Procurement Committee recommended
that the relevant procurement be awarded to Lucky Industries Private Limited , the lowest bidder
who responded positively. The cabinet of Ministers approved the proposal presented by the
Minister of Health to award this contract accordingly.
13. Procurement for supply of 360,000 bottles of 50 ml Human Albumin Liquid BP/PH
EUR,20%
Internationally competitive bidding has been invited for the purchase of this drug which is used to
treat patients suffering from various ailments.
Following the recommendation of the Technical Evaluation Committee, the Cabinet Appointed
Standing Procurement Committee recommended that the relevant procurement be awarded to M/s
Baxalta GmbH of Switzerland , the lowest bidder who responded positively. The cabinet of
Ministers approved the proposal presented by the Minister of Health to award this contract
accordingly
14. Procurement for the supply of locally produced eco-friendly fertilizers for paddy cultivation
in the 2022 Yala season
Cultivation in the 2022 Yala season is 600,000 hectares. Approval has been given on January 10,
2022 to procure locally produced eco-friendly fertilizers for this. Accordingly, bids have been
invited following the local competitive procurement system. 46 bidders have been identified to
offer procurement on the recommendation of the Committee. The proposal made to award the
relevant contract to those bidders. Cabinet of Ministers approved the proposal presented by the
Minister of Agriculture to award the contract for the supply of locally produced eco-friendly
fertilizer for the 2022 Yala season to those bidders.
15. Implement a joint promotion program with airlines, online travel agents and leading
international tour organizers
The Tourism Promotion Bureau plans to launch a joint business-oriented promotion to attract more
tourists to the country. Accordingly the cabinet of Ministers approved the proposal presented by
the Minister of Tourism to call for proposals from leading airlines, selected online travel
organizers, leading international tour operators and internationally recognized advertising
agencies, print and e-financial institutions for this purpose.
16. Introducing Amendments (Chapter 101) to the Code of Civil Procedure
It has been decided to hold audio-visual sessions with the help of audio-visual links whenever
necessary to strengthen the judicial process and facilitate the work of the courts and prisons.
Accordingly, the Committee on Digitization and Judicial Automation and the Committee on Civil
Law Reform appointed by the Minister of Justice to look into the matter, recommended that
amendments to Articles 167a to 167k of the Code of Civil Procedure be amended to include
relevant provisions relating to oral evidence given by a witness in an open court. Accordingly the
cabinet of Ministers approved the proposal presented by the Minister of Justice to advice legal
draftsman to prepare bills for this purpose.
17. Amendments to the Code of Criminal Procedure
The Cabinet had earlier approved the amendment of Article 281 of the Code of Criminal Procedure
to comply with the United Nations Minimum Law on Juvenile Justice, which prohibits the
imposition of the death penalty on a person under the age of 18 at the time of committing a crime.
Accordingly, the Bill drafted by the legal draftsman has been cleared by the Attorney General.
Cabinet of Ministers approved proposal presented by the Minister of Justice to publish the said
Bill in the Government Gazette and then to present it in Parliament.
18. Long term contract for importing crude oil for the period of 7 months from 01.06.2022 to
31.12.2022
Bids have been invited for the award of a long term contract for importing crude oil for a period of
7 months from 01.06.2022 to 31.12.2022. The Cabinet appointed standing procurement
Committee has recommended to award the relevant procurement to Coral Energy DMCC
Company of United Arab Emirates. Cabinet of Ministers approve d the proposal presented by the
Minister of Power to award this contract in accordance with this recommendation.
19. General directive for residential companies to obtain investments made in good faith by non-
resident companies
To regulate and promote foreign exchange in Sri Lanka the Monetary Board of the Central Bank
has recommended the Minister of Finance to issue an order authorizing the companies established
in Sri Lanka under Companies Act No. 07 of 2007 to issue shares to non-resident investors those
who inadvertently or unknowingly made remittances directly to the account of the resident
company without using inward Investment Account. It was decided to grant the approval of the
Cabinet of Ministers to issue the relevant orders under Section 7 (10) of the Foreign Exchange Act
No. 12 of 2017.
20. Amendments to Inland Revenue Act No. 24 of 2017
The Ministry of Finance has identified several provisions in the Inland Revenue Act No. 24 of
2017 which need to be amended to increase clarity and remove confusion. It has also decided to
introduce several amendments to the Act on proposals by various parties to increase tax
compliance and facilitate taxation while encouraging investment and exports while providing relief
to emerging sectors of the economy. Accordingly cabinet of ministers approved the proposal
presented by the minister of finance to amend the Act and to instruct a legislator to prepare drafts
for the same.
