    Decisions taken at the meeting of the Cabinet of Ministers held on 18.01.2022

    1. Providing the land belongs to the Urban Development Authority in Ekala, Ja -  Ela for
    the implementation of a supply facilities and related development project  on long term
    lease.
    Proposals have been invited from private sector investors on competitive basis for
    implementation of a development project related to supply facilities and related development
    project in relation to a land in extent of 36 acres 01 rood and 27.6 perches situated in Ekala,
    Ja - Ela belong to the Urban Development Authority subject to the basis of planning,
    building, financing, ownership, monitoring and transferring. The Cabinet of Ministers
    approved the proposal submitted by the Hon. Prime Minister as the Minister of Urban
    Development and Housing for lease of the property on a long time basis subject to the
    estimation of the Government Chief Valuer to Access Logistics Park Ekala (Pvt.) Limited
    which has been selected followed by evaluation of technical and financial proposals
    furnished in the connection.

    2. Transferring a portion of land in Mudun Ela, Kelaniya belongs to Sri Lanka Land
    Development Corporation to build a grid sub station of Ceylon Electricity Board.
    Ceylon Electricity Board and Lanka Electricity Private Limited have made requests from the
    Urban Development Authority for a portion of land in Kelaniya area for the construction of a
    new grid sub - station for strengthening the electricity transmission system in Kelaniya and
    Peliyagoda areas. Accordingly, the Cabinet of Ministers approved the proposal submitted by
    the Hon. Prime Minister as the Minister of Urban Development and Housing for transferring
    a portion of land in extent of 02 roods and 26.5 perches to Ceylon Electricity Board from the
    land acquired for Mudun Ela Development Project by Sri Lanka Land Development
    Corporation subject to the valuation of the Government Chief Valuer.

    3. Transferring the government land called Solaikadu in the district of Vauniya to the
    National Housing Development Authority for a government officers’ housing complex.
    A government officers’ housing project has been implemented within the land in extent of
    92.92 hectares (234 acres 02 roods and 10 perches) in Omanthei Grama Niladhari division of
    the Divisional Secretariat Division of Vauniya. Under the said project 711 plots of land of the
    relevant land has been given to beneficiaries recognized on the recommendation of the
    Divisional Secretary while the National Housing Development Authority has granted loan
    facilities of rupees 500,000/- each for construction of houses for 215 families out of that.
    Although 09 years have elapsed after the implementation of this project, the relevant
    beneficiaries have not been awarded deeds applicable to those plots of land. Therefore, the
    Cabinet of Ministers approved the proposal submitted by the Hon. Prime Minister as the
    Minister of Urban Development and Housing for acquiring the said land to National Housing
    Development Authority enabling it to be distributed among its beneficiaries by granting free
    - hold deeds for the said plots.

    4. Selling housing units of the housing complex / project of ‘Metro Homes Residencies’ in
    Slaves Island, Colombo 02 on free - hold deeds.
    Construction of residential and commercial units for original residents recognized under
    phase one of the Slave Island Re - Development Project implemented by the Urban
    Development Authority has been already completed. Under this a building complexes with
    626 housing units and 115 commercial units comprised of 03 wings have been constructed
    and has been named as “Metro Homes Residencies”. Approval of the management board of 
    the Urban Development Authority has been granted to the sale of the remaining 78 housing
    units remaining after allocating the relevant housing units to the original residents subject to
    the valuation of the Government Chief Valuer. Accordingly, the Cabinet of Ministers
    approved the proposal submitted by the Hon. Prime Minister as the Minister of Urban
    Development and Housing for granting free - hold deeds for the selected buyers who have
    paid the precise valuation amounts.

    5. Entering into a Memorandum of Understanding between the University of Ruhuna and
    the Northumbria University of England for strengthening the educational cooperation.
    A proposal has been made to enter into a Memorandum of Understanding between the
    University of Ruhuna and the Northumbria University of England for strengthening the
    educational cooperation. This memorandum of understanding covers the fields of exchanging
    expert opinions,obtaining assistance for selected subject streams and granting pre - access for
    programmes of Northumbria University for eligible students of the University of Ruhuna.
    Accordingly, the Cabinet of Ministers approved the resolution submitted by the Minister of
    Education for signing the said Memorandum of Understanding. 

    6. Acquisition of legal ownership of the land on which the Sri Lanka Rupavahini
    Corporation is located
    The Sri Lanka Rupavahini Corporation is located on 3.37 hectares of land in Torrington
    Square, Colombo 7. The legal ownership of the land has not yet been transferred to the
    corporation. All parties, including the Urban Development Authority, have agreed to transfer
    the land to the Rupavahini Corporation. Accordingly, the cabinet of Ministers approved the
    proposal presented by Hon. Minister of Mass Media and Information to transfer the relevant
    land to the Sri Lanka Rupavahini Corporation.

    7. Transfer of the land in which Kuchchaveli, Trincomalee transmission center is located
    and enjoyed by the SLBC.
    According to an agreement signed between the Government of Sri Lanka and the Broadcasting
    Corporation of the Republic of Germany in 1980, the "German Voice" Short Wave and Central
    Wave Radio Transmission Center has been established and maintained in the Kuchchaveli

    area, Trincomalee. in 2012, operations and ownership of the transmission center were
    transferred to the Sri Lanka Broadcasting Corporation. 90% of the land is used for transmission
    station operations It is possible to use the land for solar power generation without harming the
    laboratory process. It is possible to use the land for solar power generation without disturbing
    the process of the Transmission Centre. Accordingly the cabinet of ministers approved the
    proposal made by the Minister of Mass Media and Information to transfer the relevant land to
    the Sri Lanka Broadcasting Corporation enabling the implementation of a solar power project
    on that land as a source of revenue.
    8. Granting a portion of land from Raigama Green Industrial Estate in Millaniya Division
    to Macksons Bathware Company.
    Cabinet approval has been granted on 07.06.2021 to implement a special program to provide
    investment opportunities for locating industries and developing businesses at the Divisional
    Secretariat level covering the entire island. Macksons Bathware (Pvt) Ltd., a leading company
    in the field of tile manufacturing with over 50 years of experience, has submitted a project
    proposal to acquire a plot of land to start a bathroom kit manufacturing industry with an
    investment of nearly Rs. 6,000 million. Accordingly the Cabinet of Ministers approved the
    proposal presented by Hon. Minister of Industries to hand over 20 acres of undeveloped land
    adjoining the New Chattel Estate belonging to the Land Reforms Commission, which is
    currently under development for the construction of an Industrial and Technological Zone
    (Raigama Green Industrial Zone) in the Millaniya Division in the Kalutara District, to
    Macksons Bathware (Pvt) Ltd Company for the proposed business on a 35 year long term
    lease.

    9. Extending the duration of financial program implemented under the Small Tea and
    Rubber Estate Revitalization Program.
    A rural finance program has been implemented during the period 2019-2021 for revenue
    generation and market diversification of targeted beneficiaries under the Small Tea and Rubber
    Estate Revitalization Project funded by the International Monetary Fund for Agricultural
    Development. Due to the Covid 19 epidemic situation, the project has not been able to achieve
    the expected targets. Therefore, the cabinet of Ministers approved the proposal presented by
    Hon. Minister of Plantation to extend the term of the loan program till December 31, 2022.

    10. Constructing fly overs under the agreement frame entered between the Hungarian
    government and the Sri Lankan government for the finance corporation.
    Sri Lanka and Hungaria have entered into a finance corporation agreement to provide
    concessionary finance facilities through the Exim Bank, Hungaria for implementing
    infrastructure development projects in the country. Kohuwala and Getambe fly overs

    construction projects are being implemented under the said project. Additional to the said
    project, the Road Development Authority has identified the necessity of implementing projects
    in order to provide solutions for the traffic consignation in Muththettugala railway Cross Road
    and Hiripitiya junction ,Pasyala junction, Negombo Maristella junction and Thalawathugoda
    junction of the national road network .Accordingly, the Cabinet of Ministers approved the
    proposals submitted by the Minister of Highways to construct four fly overs in the Said places.

    11. Amending 139 chapter of the Workmen Compensation Ordinance no.19 of 1934.
    The Cabinet of Ministers has given their consent to draft a bill to amend 139 chapter of the
    Workmen Compensation Ordinance no. 19 of 1934 in order to update the benefits that pay to
    workmen who are injured in the course of their employment. Accordingly, the clearance of the
    Attorney General has been received for the bill drafted by the Legal Draftsman and the
    Cabinet of Ministers granted approval for the proposal tabled by the Minister of Labour to
    publish the relevant bill in the government Gazette and table the same in the parliament for
    approval.

    12. Amending the Intellectual Property Act no.36 of 2003.
    Approval of the Cabinet of Ministers has been given to amend the Intellectual Property Act
    no.36 of 2003 at the cabinet meeting held on 12th October, 2020 in order to coherent to the
    present requirements. Accordingly, the clearance of the Attorney General has been received for
    the bill drafted by the Legal Draftsman and the Cabinet of Ministers approved the proposal
    tabled by the Minister of Trade to publish the said bill in the government Gazette and
    subsequently submit to the parliament in order to seek approval.
