    1. Memorandum of Understanding between General Sir John Kothalawala Defence Universityand Indonesian Defence University
    The Cabinet of Ministers approved the proposal submitted by the Minister of Mahaveli,Agriculture, Irrigation and Rural Development’ Minister of Internal Trade, Food Security andConsumer Welfare and the State Minister of Defence for signing a memorandum ofunderstanding between General Sir John Kothalawala Defence University and IndonesianDefence University with a view to enable acting in coordination with regard to the facts elevant
    to educational cooperation enhancement, mutual access to the libraries , academic staff, teachers,mutually exchanging the service of researchers and guest lecturers in between the institutions,mutual educational tours, strategic researches, provision of grants or scholarships, facilitating forthe training of academic teachers and researchers, exchange of classical documents and books published and seminars, organizing workshops and exhibitions that both parties are interested in,and encourage the mutual participation in them etc.
    2. ‘A house to the village – a future to the country’ – a convenient residence to every family.
    The Ministry of Urban Development, Water Supply and Housing Facilities has proposed to inaugurate ‘A house to the village – a future to the country’ programme in the year 2020 as an accelerated as well as a sustainable development programme for realizing the objectives of fulfilling the sustainable development objectives through enabling every family in Sri Lanka to live in a convenient house which is a declaration in the policy plan “Vistas of Prosperity and Splendour”.Through the community committees comprised of people from the rural level political authority /leadership, state officers, civil organisations with the coordination of district and divisional
    secretariat level political leadership and state officers, it is scheduled to implement this programme island wide from the month of January 2020.Accordingly, The Cabinet of Ministers approved the proposal submitted jointly by the Hon. PrimeMinister as well as the Minister of Urban Development, Water Supply and Housing Facilities forproviding the provisions for construction of 14,022 houses based on providing instalment - wise construction progress followed by a donation of rupees six hundred thousand (06) for either construction or enhancement of a house for a selected family subject to the priority of each Grama Niladhari division, as the first phase of this programme.
    3. Re – initiation of construction of the courts complex that had been under construction in Beligaha Junction, Galle
    The Cabinet of Ministers approved the proposal submitted by the Minister of Justice, HumanRights and Legal Reforms for establishment of the Courts Complex in Beligaha Junction, Galle after getting the construction of the new courts complex now been halted after half construction done by State Engineering Corporation under the consultancy of Central Consultancy Bureau on Engineering Services.
    4. ‘Food production National Programme 2002 – 2022’
    Although the ‘National Programme on Food Production’ was implemented during the period 2016 – 2018 for ensuring the food security, expected goals could not be achieved due to lack of sufficient provisions as well as unexpected whether conditions. Accordingly, the cabinet memorandum submitted by the Minister of Mahaveli, Agriculture, Irrigation and Rural Development for implementation of crop production and enhancing production productivity, minimizing the post - harvest damage, introduction of value added new productions, research and development, minimizing crop damage from wild beasts, enhancing the seed and growth matterproduction, popularizing environment friendly agriculture through traditional knowledge and utilization of activities projects and initializing cluster villages of ‘Saubhagya’ agricultural products at provincial and regional level during the 2020 – 2022 period is approved by the Cabinet of Ministers.
    5. Providing fertilizer free of charge for paddy farmers.
    Various accesses has been presented for strongly uplift local paddy farmer through the new government policy statement the “Vistas of Prosperity and Splendour”. It has been planned to implement a programme of providing chemical and organic fertilizer free of charge required for paddy farmers instead of the fertilizer subsidiary scheme implemented at present under this.Accordingly, the cabinet memorandum submitted by the Minister of Mahaveli, Agriculture,Irrigation and Rural Development for preparation and implementation of a programme to enable providing sufficient recommended portions of the three fertilizer categories namely Uria, Triple Super Phosphate (T.S.P), and Myuriate Of Potash (M.O.P) up to 02 hectares to the maximum for the farmers cultivating paddy from the Yala season of 2020 is approved by the Cabinet of Ministers.
    6. ‘Establishment of Multi – Purpose Development Task Force’
    The proposal forwarded by His Excellency the President to establish a multi - purpose development task force that enables the provision of employment opportunities for 100,000 youth with minimum educational qualification in the low – income families, was approved at the meeting of the Cabinet of Ministers held on 10.12.2019. Accordingly, the cabinet memorandum submitted by the Minister of Mahaveli, Agriculture, Irrigation and Rural Development for establishment of a service named ‘Development Task Assistants Service’ and for recruiting 100,000 individuals passed grade eight (08) in a government school for that service is approved
    by the Cabinet of Ministers.
    7. Submission of the gazette notification that published the motor traffic (road signs, signs, symbols and highway marks) orders.
    In terms of the provisions of the Motor Traffic Act, the gazette notification No. 1940/21 dated 12.11.2015 has been published for publishing the marks, symbols and highway marks in the roads. However, there had been no mark introduced to symbolize a halt for ‘long bound passengerservices buses limited stops’. Considering the inconvenience occurred to those bus drivers as well as the commuters, the gazette notification No. 2128/9 dated 18.06.2019 has been published including a new symbol for declaring a limited halt / stop for long bound buses. Accordingly, the cabinet memorandum submitted by the Minister of Transport Services Management forsubmission the Parliament with the said gazette notification is approved by the Cabinet of Ministers.
    8. Maintenance of electric fences constructed for minimizing / solving the elephant – human conflict and the proposed programme for the feedback activity.
    Approximately, 80 human and 250 elephant deaths are reported annually due to the elephant –human conflict prevailing in Sri Lanka. Apart from that it has been found out that a considerable economic loss is caused due to devastation of property and crops. Therefore, the Minister of Environment and Wildlife Resources submitted a Cabinet Memorandum to the Cabinet of Ministers for providing the relevant District and Divisional Secretaries with instructions forestablishment of pilot committees at rural, regional, district and national level with therepresentation of the government officials for minimizing and controlling the elephant – human conflict through the Secretary to the Ministry of Public Administration, Home Affairs and Provincial Councils and Local Governments and the proposal was approved at the meeting of the Cabinet of Ministers.
    9. Procurement for supplying 20,000 vials of 40 mg Tenectiplace injections.
    The cabinet memorandum submitted by the Minister of Health and Indigenous Medicine Services for awarding the contract of procurement of 20,000 vials of 40 mg Tenecticplace injections utilized for prevention of sudden deaths of individuals stricken with heart attacks was approved by the Cabinet of Ministers for awarding it to M/s Boehringer Ingelheim India (Pvt) Ltd. to an amount of US dollars 8.75 million with the total cost and the cargo charges, subject to the recommendation of the Standing Procurement Committee appointed by the Cabinet of Ministers.
    10. Procurement of supplying pre filled, 500,000 syringes of 0.4 ml IU 4000 Enoksaparin odium injections
    In relation to procurement of pre filled, 500,000 syringes of 0.4 ml IU 4000 Enoksaparin Sodium injections utilized for treatment of heart patients, the recommendations submitted by the standing procurement committee appointed by the Cabinet of Ministers for the Ministry of Health and Indigenous Medicine Services was considered by the procurement appeals board and have submitted recommendations on the steps to be taken in relation to the said procurement. The cabinet memorandum submitted by the Minister of Health and Indigenous Medicine Services for awarding the contract of procurement to M/s. ABC Pharma Services (Pvt) Ltd, cnsidering those recommendations of the Procurement Appeals Board, was approved by the Cabinet of Ministers to award it to a total cost of Sri Lankan rupees 396.74 million.
    11. Procurement for supplying 200,000 anti – treatment nuclear acidic test for the Procleix Tigris NAT system identifying HIV 1, Hepatitis B, Hepatitis C positive in blood donors.
    The cabinet memorandum submitted by the Minister of Health and Indigenous Medicine Services for awarding the contract of the procurement for supplying 200,000 anti – treatment nuclear acidic test for the Procleix Tigris NAT system identifying HIV 1, Hepatitis B, Hepatitis C positive in blood donors to M/s. Apcot Marketing (Pvt) Ltd. for a sum of USD 3.09 million (without VAT) as per the recommendation of the standing procurement committee appointed by the Cabinet of Ministers was approved by the Cabinet of Ministers.
    12. Procurement for supplying 11,000,000 bottles of either sodium chloride inter – alkaline liquid BG 0.9% w/v or sodium chloride syringes USP, or 500 ml of w/v 0.9%,
    The procurement for supplying 11,000,000 bottles of either sodium chloride inter – alkaline liquid BG 0.9% w/v or sodium chloride syringes USP, or 500 ml of w/v 0.9%, used to restore the blood volume of the patients when it lower, by M/s Itchuan Kelun Pharmaceutical Co. Ltd in China, subject to the recommendation of the standing procurement committee appointed by the Cabinet of Ministers was submitted by the Minister of Health and Indigenous Medicine Services in a Cabinet Memorandum for awarding to the Company for an amount of US dollars 2.92 million
    with total cost and freight charges was approved by the Cabinet of Ministers
    13. Procurement for supplying 32,000,000 of Co – Ammoxilate BP tablets 625 mg or Amoxilyn and Clevlanete Photassium BP tablets 625 mg
    The procurement for supplying Procurement for supplying 32,000,000 of Co – Ammoxilate BP tablets 625 mg or Amoxilyn and Clevlanete Photassium BP tablets 625 mg by M/s Indchemie Health Ltd in India, subject to the recommendation of the standing procurement committee appointed by the Cabinet of Ministers was submitted by the Minister of Health and Indigenous Medicine Services in a Cabinet Memorandum for awarding to the Company for an amount of US dollars 1.56 million with total cost and freight charges was approved by the Cabinet of Ministers
    14. Obtaining approval for awarding two civil construction contracts in the North Western province under the contract of Consolidated Road Investment Programme funded by the Asian Development Bank.
    The Cabinet of Ministers approved the proposal submitted by the Minister of Roads and Highways for awarding the contracts for 03 packages of renovation / extension and maintenance

    15. New proposal to a contract to be awarded to State Engineering Corporation (SEC) for manufacturing and supplying 100,000 concrete sleepers of wide scale, within thirty (30) months.
    The State Timber Corporation has been unable to cater the demand of timber sleepers required for cmaintenance of railways, especially due to the dire need shortage of timber although timber sleepers were utilized for railways from the beginning of Sri Lanka Railway Service. Therefore,the Department of Railways tend to satisfy their sprouting requirement of sleepers required for especially the maintenance of railways and for various projects being implemented by theDepartment of Railways by procurement of more and more concrete sleepers to avoid any shortage. Accordingly, the Cabinet of Ministers has approved the proposal submitted by the
    Minister of Transport Services Management to award the contract of supplying 100,000 concrete sleepers for an amount of Rs. 6,876.00 each including the management charges within the next 30 months.
    16. Procurement of new buses to Sri Lanka Transport Board under the Indian loan scheme.
    The Cabinet of Ministers has given their consent for procurement of 400 new buses with 50 – 54 seating capacity and 100 new buses with 32 – 35 seating capacity utilizing USD 15.03 million
    under the Indian loan grant / scheme
    17. Coastal Feedback Project from Mt. Lavinia to Angulana and Kalido coastal area  in Kalutara by deep sea sand excavation
    Coastal area / belt between Kollpity and Moratuwa has been recognized as an area densely populated while the area is void of a seashore in most places due to lying ... along the coastal belt to avoid excessive erosion experienced in these areas. The sand dune of almost 02 kilometers surrounding Kalutara river delta has been almost vanished by now while the famous Kalido coastal area too has been severely threatened due to erosion. Therefore, the project to re – create the coastal area 04 km from Angulana to Mt. Lavinia and 02 km of the Kalido coastal belt in Kalutara nitrifying the area with sand from the deep sea excavations has been approved by the Cabinet of Ministers earlier. Accordingly, the Cabinet of Ministers approved the proposal submitted by the Minister of Environment and Wildlife for awarding the contract of the project afor re – creating this coastal area to M/s. Rohde Nielsen A/ S for a contract value of Euros 4.40 million subject to the recommendation of the Standing Procurement Committee appointed by the Cabinet of Ministers.
    18. Implementation of new tax resolutions / proposals
    The tax acts applicable to the implementation of the tax policy proposals under the “Economic  Restoration Initiation Programme” approved previously by the Cabinet of Ministers need to be amended. Accordingly, the cabinet of ministers has approved the cabinet memorandum submitted by the minister of Finance, Economic and Policy Development publishing the drafts of National Building Tax (Amendment) act, Ports and Airports Development Tax (Amendment) act, Economic Service Charges (Amendment) act, Economic Service Charges (Amendment) act as well as Value Added Tax (Amendment) act prepared by the Legal Draftsman in the government gazette and submission of them to the Parliament for its approval after that.
    19. Draft of Inland Revenue Amendment Act
    The tax acts applicable to the implementation of the tax policy proposals under the “Economic Restoration Initiation Programme” approved previously by the Cabinet of Ministers need to be amended. Accordingly, the Cabinet Memorandum submitted by the Minister of Finance, Economic and Policy Development for providing instructions to the Legal Draftsman for formulation of draft acts with a view to amend inland revenue act including the proposed revisions in relation to releasing the income from interest from the retention tax, amendment oftax rates of payment on earnings, amendment of income tax rates applicable on end – service tax,releasing income tax as well as change of rates is approved by the Cabinet of Minister
