    1. Establishment of the National Trust Fund - “Protect the Children”
    The Cabinet of Ministers approved the proposal presented by H.E. the president to take necessary steps to take steps to obtain a day's salary of public servants as a donation to the Government Fund.

    2. Regional Conference of Asian Member States of the International Organization for the prohibition of Chemical Weapons, Chemical Safety, Security Management, and Chemical Weapons Convention
    The Cabinet of Ministers approved the proposal presented by Hon. Minister of Defense to conduct this convention on the 03rd ,04th ,05th of December 2019 at Colombo with participation of 15 representatives of Asian member states and 25 local agents.
    3. National Policy on Sustainable Consumption and Production
    The Cabinet of Ministers approved the National Policy on Sustainable Consumption and Production presented by the Minister of Mahaweli Development and Environment.

    4. Naming of Moragahakanda-Kaluganga Mahaweli Zone ‘F’ as a Sustainable Development Zone of Organic Agricultural Production.
    The Cabinet of Ministers approved the proposal presented by Hon. Minister of Mahaweli Development and Environment to name the Mahweli Zone ‘F’ as a sustainable development Zone which produces Non-toxic agricultural production and the Kalu Ganga and Ambanganga Upper catchment area as a zone which possesses non-toxic water and an dealinh with organic fertilizer.

    5. Expansion of the Facilities provided under the “Enterprise Sri Lanka” Loan schemes.
    The Cabinet of Ministers approved the proposal presented by Hon. Minister of Finance to expand the loan scheme “Mage Anagathaya”loan scheme, extend the loan period of “Madya Naya Aruna” from 02.07.2019 to 31.12.2020 and to revise the loan schemens ‘Ran Aswenna’ , ‘Govi Navoda’, ‘Jaya Isura’, ‘Diri Saviya’, ‘Haritha Naya’ and “ Special Working Capital” by adding National Savings Bank.

    6. Implementation of regulatory action for Sanitary Commodes, Water Tanka/Metallic and PVC water cams and Spot Valves.
    The Cabinet of Ministers approved the proposal presented by Hon. Minister of City Planning , Water Supply and Higher Education to implement identified regulatory activities above mentioned.

     

     

    7. Memorandum of Understanding between the Post Graduate Management institute of the University of Sri Jayawardhanapura and the faculty of Business Administration in the Kasetsart University in Thailand.
    The proposal presented by the Minister of City Planning, Water Supply and Higher Education to sign this Memorandum of Understanding was approved by the Cabinet of Ministers.

    8. Approval for the Fleming Fund which is to be awarded to Sri Lanka.
    The Cabinet of Ministers approved the proposal presented by Hon. Minster of Health, Nutrition and Indigenous Medicine to enter in to a memorandum of Understanding in order to obtain an award from the Fleming Fund.

    9. Assigning of a 02 Acre 03 Rood 34.51 perch land in Muthurajawela to Ceylon Petroleum Terminal Ltd.
    The Cabinet of Ministers approved the proposal presented by Hon. Minister of Megapolis and Western Development to transfer this land to Ceylon Petroleum Terminal Ltd.

    10. Assigning of Government lands to Sri Lanka Cashew Corporation on long term lease basis.
    The Cabinet of Ministers approved the proposal presented by Hon. Minister of Plantation Development to assign 6 estates in Kilinochchi, Mannar, Batticaloa, Trincomalee and Puttlam Districts to Sri Lanka Cashew Corporation on long term lease basis for cashew cultivation.

    11. Establishment of a Steering Committee for the development in the field of Coconut.
    The Cabinet of Ministers approved the proposal presented by Hon. Minister of Plantation to establish a steering committee comprised of representatives of related institutions and chaired by the Secretary to the Ministry of Plantation Development with the intention of developing the field of coconut successfully.

    12. Assigning of the land where the Kalthota Police Station is Located to the Sri Lanka Police.
    The Cabinet of Ministers approved this proposal presented by Hon. Minister of Agriculture, Rural Economic Affairs, Irrigation and Aquatic Resources Development to assign this land to Sri Lanka Police Department.

    13. Importation of Urea (additional quantities) under the Fertilizer subsidy program for crops other than paddy.
    The Cabinet of Ministers approved the proposal presented by Hon. Minister of Agriculture, Rural Economic Affairs, Irrigation and Fisheries and aquatic Resources Development to import additional 15,000 MT of Urea for crops other than paddy, in order to prevent shortage of Urea in the country.

     


    14. National Child Protection Policy
    The Cabinet of Ministers approved the proposal presented by Hon. Minister of Women and Children Affairs and Dry Zone Development to implement National Child Protection Policy prepared by the National Child Protection Authority.

    15. Amendments to Prescription Ordinance
    The Cabinet of Ministers approved the proposal presented by Hon. Minister of Justice and Prison Reforms to gazette the amendment bill prepared by the legal draftsman for revising Prescription Ordinance and submit for parliamentary approval consequently.

    16. Request for Consultancy Service for Development Projects of the Department of National Zoological Gardens.
    The Cabinet of Ministers approved the proposal presented by Hon. Minister of Tourism Development, Wildlife and Christian Religious Affairs for obtaining consultancy service from the Central Engineering Consultancy Bureau, State Engineering Corporation, State Development and Construction Corporation, Department of Buildings and Urban Development Authority for the construction works in Dehiwala Zoological Garden, Pinnawala Elephant Sanctuary, Pinnawala Zoological Garden, Ridiyagama Safari Park and Gonapola Farm which are functioned under the Department of National Zoological Gardens.

    17. Sustainable Urban Development Project funded by the Loan provided by the Asian Development Bank- Package 3: Contract for the recruitment of Consultants for Detailed Planning and Procurements for Environment Management Services in Kurunegala, Rathnapura, Dambulla and Thrincomalee.
    The Cabinet of Ministers approved the proposal presented by Hon. Minister of Megapolis and Western Development to award this contract to WAPCOS Limited, India sub Consultant with Summit Engineering Service ans Consultats (Pvt) Ltd, Sri Lanka and Project Management Associate International Pvt. Ltd Sri Lanka upon the recommendation of cabinet appointed consultancy procurement committee.

    18. Procurement of Service providers to develop and operate railways for tourism on lease basis.
    The Cabinet of Ministers approved the proposal presented by Hon. Minister of Transport and Civil Aviation call competitive bids for the selection of contractors to operate luxury train coaches in Badulla, Northern, Eastern and Southern routes for five years.

    19. Global Adult Tobacco Survey 2019/2020
    The Cabinet of Ministers approved the proposal presented by H.E. the President on behalf of non-cabinet Minister of Economic Reforms and Public Distribution to conduct Global Adult Tobacco Survey 2019/2020 using USD 217,000 donation awarded by the World Health Organization in collaboration with the Centre for Disease Control and Prevention in the National Health Institute of United states of America.

     

    20. Selection of an institution to provide public coordination services in Russia and Ukraine for implementing ‘Ceylon Tea’ Global Promotion Program.
    The Cabinet of Ministers approved the proposal presented by Hon. Minister of Plantation industries to award this contract to M/s SPN Communications for the period of one year.

    21. Approval for the incorporation of Death Certificate Holders for the Interim Relief Allowance (Death Certificates issued for the disappeared before introducing the Certificate of Absence.)
    The Cabinet of Ministers approved the combined proposal presented by Hon. Minister of Finance and the Minister of National Integration, Official Languages, Social Progress and Hindu Religious Affairs to provide family members of the deceased persons who were issued death certificate under the section 2 of Death Registration (Temporary Provisions) Act or under the Death Registration (Temporary Provisions) Act No.2 of 1995 and the reason for the death is declared using a phrase giving the idea of “Missing” or “considered as a deceased person based on the declaration of relations that he is seized by unidentified group.”

    22. Property gained by a Crime Act
    The Cabinet of Ministers approved the proposal presented by Hon. Minister of Justice and Prison Reforms to advice legal draftsman to draft legislations for the enforcement of the Policies and the concepts and contents stated in the constitutional framework of the proposed Act.

    23. Long term Agreement for the importation of Murban Crude Oil from 01.01.2020 and 31.08.2020
    The Cabinet of Ministers approved the proposal presented by Hon.Minister of Highways, Road Development and Petroleum Resources Development to award the contract of purchasing 8,400,00 barrels of Murban Crude oil to M/s B.B. Energy (Asia) Pte. Ltd., Singapore.

    24. Long term Agreement for the importation of 1,960,000 barrels of Diesel (Maximum Sulphur Percentage 0.05) from 01.01.2019 and 30.06.2020
    T The Cabinet of Ministers approved the proposal presented by Hon.Minister of Highways, Road Development and Petroleum Resources Development to award the above contract to M/s Emirates National Oil Company Pte. Ltd, Singapore.

    25. Development of Plantation Sector
    The Cabinet of Ministers approved the combined proposal presented by Hon. Minister of Finance and Hon.Minister of Plantation Industries for the implementation of a Productivity Incentive System in the regional plantation industries through the Ministry of Plantation Industries.

    26. Purchase of white Nadu and Samba rice from the local market for Lanka Sathosa Limited.
    The cabinet of Ministers approved the proposal presented by Hon. Minister of Industries and Commerce, Resettlement of Protracted Displaced persons, Co-operative Development and vocational training and Skill Development to convert at least 20,000 MT of paddy (10000 MT of White Nadu and 10000 of Samba Rice) in to rice by registered millers or by MAEKFED Institute and release to the market through Lanka Sathosa Institute.
