    Decisions taken by the Cabinet at the Meeting held on the 02.07.2019 Featured

    1. Amendments to the National Environmental Act No 47 of 1980 – Doc 11
    Approval of the Cabinet of Ministers has been granted to revise the National Environmental Act No. 47 of 1980 to address the present issues. The Cabinet of Ministers approved the proposal presented by H.E. the President Maithrepala Sirirsena, in his capacity as the Minister of Mahaweli Development and Environment to revise the National Environmental Act No.47 of 1980 including following facts such as Manufacturer's Comprehensive Responsibility for Waste Generating Products, prepare Local laws to enforce multilateral environmental agreements, Focus on environmental conditions during preliminary environmental testing and environmental impact assessments, Prevention of pollution from activities that do not require an Environmental Protection License, acquiring power to arrest and destroy any goods or equipment prohibited by the present law and Increasing the number of members for the Environmental Council.

    2. Regulations for International Telecommunications Operators Levy – Doc 20
    The Cabinet of Ministers approved the proposal presented by Hon. Minister of Finance to present the Gazette No 2133/19 dated May 14 2019 to the parliament in accordance with the Finance Act No 11 of 2004 in order to remove the Tax on local fares from 1st June. And to extend the validity period of tax distribution rate (taxes on incoming international calls, taxes payable on international calls for particular telephone numbers), tax distribution rate as telecommunication development fee and Tax payable on local admission fee.

    3. Strengthening of Mental Health Services Doc – 22
    The cabinet of Ministers approved the proposal presented by Hon. Minister of Health, Nutrition and Indigenous Medicine, to build a new Mental Health Treatment Unit Complex at Kandy Teaching Hospital at a cost of Rs. 503 million and a Mental Health Treatment Unit in Chillaw District Hospital at a cost of Rs. 213.8 million.

    4. Establishment of a Task Force to facilitate the implementation of Pettah Multimodal Transport Hub – Doc 26
    The Cabinet of Ministers approved the proposal presented by Hon.Minister of Megapolise and Western Development to appoint a committee as the Task Force to finalize the technical and financial feasibility studies and implementation strategy and to make decisions intervening in the issues.

    5. Implementation of a Cable Car Project in Nuwara Eliya in order to promote Tourism –Doc 29
    Outdoor Engineering Lanka Pvt. Ltd. and its foreign Partner Dopelme Cable Car Company have submitted a proposal to start a Cable Car Project from Nanuoya to Gregary Lake through Single Tree Mountain. The Cabinet of Ministers approved the proposal presented by Hon. Minister of Plantation industries to enter into a Memorandum of Understanding to implement this as a BOI project.

     

    6. Construction of Pre cast Disaster Relief houses in high-risk areas in Rathnapura and Kalutara. – Doc 36
    A bank account has been opened under the name of Secretary, Minister of Disaster management for the relief of people affected by sudden disasters. The balance of the account as at 31 March 2019 is Rs. 294.72 Million. The Cabinet of Ministers has approved the proposal presented by a Chinese institution to build 10,000 Pre Cast Disaster Relief Houses. The cabinet of Ministers approved the proposal presented by Hon Minister of Public Administration, Disaster Management and Rural Economic Affairs to build 230 houses in Rathnapura and Kaluthara Districts out of 400 houses of the pilot project.

     

    7. Improvement of Schools Learning Environment in Killinochchi District - Doc 42
    An Infrastructure Development project was commenced in 2011 under USD 2 Million grant by the Korea International Cooperation Agency for schools in Kilinochchi District. The Cabinet of Ministers considered the details presented by Hon. Minister of Education regarding a project which is being implemented under USD 7.5 million grant to develop 13 Identified schools in Kilinochchi District as an extension of the said project.

    8. Observation Report of the Sectoral Oversight Committee on Education and Human Resource Development, concerning the Batticaloa Campus (Private) Ltd.
    Observation Report of the Sectoral Oversight Committee on Education and Human Resource Development was presented and Cabinet of Ministers decided to appoint a Cabinet Sub-Committee( comprised of Ministers of Finance; City Planning, Water Supply and Higher Education; National Integration, Official Languages, Social Progress and Hindu Religious Affairs; and Development Strategies and International Trade ) to study this report.

    9. Facilitating Home Dialysis Treatment for patients suffering from Chronic Kidney Disease Doc-50
    The Budget 2019 has allocated Rs. 500 million for the implementation of this project. The cabinet of Ministers approved the proposal presented by Hon. Minister of Health, Nutrition and Indigenous Medicine to enter into an agreement with Lucenxia Health Care Pvt. Ltd. to implement this project at monthly cost of Rs.103,740/- per patient.

    10. Procurement for supplying 6,000 MT of Soy Beans for Sri Lanka Thriposha Limited Doc-51
    The cabinet of Ministers approved the proposal presented by Hon. Minister of Health, Nutrition and Indigenous Medicine to award the contract of purchasing 6,000 MT of Soy Beans to S.D.K. United Agri Ventures Pvt. Ltd for Rs. 840 million.

    11. Procurement of Container for transportation of Solid Waste from Kelaniya to Aruwakkalu Doc- 53
    The Cabinet of Ministers approved the proposal presented by Hon.Minister of Megapolis and Western Development to award this contract to M/s Dongfang Electric International Corporation in accordance with the recommendation of cabinet appointed standing procurement committee.

    12. Fertilizer Procurement July 2019 Doc-54
    The Cabinet of Ministers approved the proposal presented by Hon. Minister of Agriculture, Rural Economic Affairs, Livestock Development, Irrigation and Fisheries & Aquatic resources Development to purchase, 30,000 MT of Urea (Granular) at the rate of USD 318.25 per MT from Agricomodities & Finance, 3000 MT Muriate of Potash at the rate of USD 342.2 per MT form Agricultural Resources and Investment PVt Ltd, and 15,000 MT of Triple Super Phosphate at the rate of USD 324 per Mt form Golden Barley International Pvt . Ltd.

    13. Revising the Policy Framework on Fiscal Regulations Doc-56
    Fiscal operations in Sri Lanka have been functioning under the Fiscal Management Responsibility Framework introduced by the Fiscal Management (Responsibility) Act No.3 of 2003. Some of the Fiscal Targets has been revised in 2013 and in 2016. The Cabinet of Ministers approved the proposal presented by Hon Minister of Finance to revise the Fiscal Management (Responsibility) Act No.3 of 2003 strengthening the country's Fiscal Management in order to revise the existing Fiscal Management Framework , or otherwise insert those amendments to the Fiscal Management Bill which is being drafted presently.
