    Decisions taken by the Cabinet of Ministers at its meeting held on 12.02.2019 Featured

    1.         National Chronic Kidney Disease Prevention Program (Document No.06)

    President Task Force on prevention of Chronic Kidney Disease has been setup with the intention of stamping out the Chronic Kidney Disease that reported in various parts of the country and the prevention programs were conducted with the participation of different Ministries and Departments through an integrated approach. With the view of achieving further targets, the program is scheduled to be carried out in year 2019 and annual action plan has also been prepared. The Cabinet of Ministers approved the proposal presented by H.E. the president Maithreepala Sirisena to secure funds to implement this Annual Action Plan was approved by the cabinet of Ministers.

     

    2.          A Subcommittee to conduct study on implementing the recommendations presented by the Special Commission appointed to review Government Sector Salary (Document No 09)

    H.E. The President has appointed a Special Commission to probe Government Salary Structure and to provide recommendations to settle present  salary anomalies in the public sector. Accordingly, the report of the commission has been submitted to the President.   The Cabinet of Ministers approved the proposal presented by H.E.President, Maithrepala Sirisena to appoint a Cabinet Subcommittee to carryout study on implementing these recommendations and to present the final proposal to the Cabinet of Ministers.

    3.          Settlement of payments pertaining to rehabilitation and reconstruction activities in the areas damaged due to Flood and Landslides. (Document No 13)

     The Cabinet of Ministers approved the proposal presented by Hon. Prime Minister Ranil Wickramaisnghe, to provide funds to respective District Secretaries enabling them to settle unsettled payments pertaining to rehabilitation and reconstruction activities in the areas damaged by flood and landslides.

    4.         Nevill Fernando Teaching Hospital to be continue as a Government line Teaching Hospital.(Document No 13)

    The cabinet of Ministers approved the proposal presented by Hon. Rajitha Senarathna, Minister of Health , Nutrition and Indigenous Medicine to maintain  Nevill Fernando Teaching Hospital as Colombo East Teaching Hospital parallel to the Colombo East Base Hospital (Mulleriyawa Hospital)

     5.         Implementation of a project to improve Domestic Gas Status in Sri Lanka (Document No.24)

    The Cabinet of Ministers approved the proposal presented by H.E.The President Maithreepala Sirisena in his capacity as the Minister of Mahaweli Development and Environment to implement a three year 2019-2021 pilot program to minimize Health impacts caused by air pollutants.

    6.          Reconstruction of Kankesanthurai Harbor (Document No 26)

    The cabinet of Ministers approved the proposal presented by Hon Ranil Wickramasinghe, as the Minister of National Policies, Economic Affairs Resettlements and Rehabilitation, Northern Province Development,  Vocational Training and Skills Development to acquire lands, Provide necessary infrastructure and other utility facilities for Kankesanthurai Habour Development Project and to reconstruct Ayyanar Kovil located in that area. 

    7.          Container Freight Observation and Supervision System for Sri Lanka Custom (Document No 32)

     The Department of Sri Lanka Customs clears 1,115 to 1,450 import-loaded containers and 350 to 450 export loaded containers a day. It has been proposed to introduce modern technical equipments to freight supervision and modern security devices to ensure security of the containers.  The Cabinet of Ministers approved the proposal presented by Hon. Mangala Samaraweera Minister of Finance and Mass Media to  commence procurement procedures to select a supplier for this purpose. 

     8.          Project to Minimize Landslide Hazard (Document No.33)

     It has been planned to  implement a project to minimize landslide hazard using  stable prevention strategies. The first phase of this project is planned to cover 27 places which has high landslide hazard and the second phase is planned to cover 120 places with high landslide Hazard. The Cabinet of Ministers approved the proposal presented by Hon. Mangala Samaraweera Minister of Finance and Mass Media to secure funds for the implementation of this project with USD 110 million investment.

     9.           Science and Technology Human Resources DevelopmentProject (Document No. 36)

    It has been planned to setup faculties of technology  in Kelaniya, Sri Lanka Rajarata and Sri Lanka Sabaragamuwa Universities  and Faculty of Engineering in University of Sri Jayawardhanapura. This will provide higher education facilities for 830 students a year. The Cabinet of Ministers approved the proposal presented by Hon. Rauff Hakeem Minister of Science and Technology, City planning for Human Resourced Development Project , Water Supply and Higher Education to provide modern facilities for the students including building complexes using an investment of Rs.26,400 million.

     10.      Land Acquisition for Weliwita Water Supply Project (Document No 37)

    The Cabinet of Ministers approved the proposal presented by Hon. Rauff Hakeem , Minister of City Planning, Water Supply and Higher Education to  acquire lands for the constructions of Thulumuluwa Water Treatment Plant,  Hokandara Underground Reservoir, Jaywadanagama  Pump house.

     11.      Revising Power of Attorney Ordinance (Document No. 38)

    The Cabinet of Ministers approved the combined proposal presented by Hon.Wajira Abeywardhana Minister of  Internal and Home Affairs, Provincial council and Local Government and Hon. Thalatha Athukorala, Minister of Justice and Prison Reforms to present  the parliament the bill to revise power of attorney ordinance prepared by the legal draftsman.

     12.     Geographical Investigations for detailed Basic Engineering Design for Kelani Flood Protection wall (Document No. 50)

    The Cabinet of Ministers approved the proposal presented by Hon. P.Harrison, Minister of Agriculture, Rural Economic Affairs, Livestock Development, Irrigation , Fisheries and Water Resources to accomplish geographical Investigations required for detailed engineering design of the proposed Kelani Flood protection wall by the National Building Research Institute.

    13.      Development of Low income and Middle income houses in Hambantota District (Document No.57)

    The Cabinet of Ministers approved the proposal presented by Hon. Sajith Premadasa, Minister of  Housing, Constructions and Cultural affairs to obtain policy approval for a 07 acre  housing project in Koholankala area and 60 perch in Thangalla to provide  310 houses for low income families and 56  houses for middle income families.

    14.      Review of Passenger Transport License issuing system and preparation of a new procedure. (Document No 59)

    The Cabinet of Ministers approved the proposal presented by Hon.Arjuna Ranatunga, Minister of Transport and Civil Aviation to  appoint a committee consisting respective parties to study the matters risen with the commencement of Express Way Bus Transport and introduce new License System.

    15.      Revising of Penalties imposed on a few major faults under Motor Traffic Act (Document No 62)

    In accordance with the Report of the Committee appointed by the President, 10 major Faults that cause many of the traffic accidents were identified and introduced revisions for the penalties.  Accordingly the Cabinet of Ministers approved the proposal presented by Hon. Arjuna Ranatunga, Minister of Transport and Civil Aviation to gazette the bill for these amendments and present the same for parliamentary approval.

     16.      Hosting the Commonwealth  Association of Legislative Council (Document No 65)

    The Cabinet of Ministers approved the proposal presented by Hon. THalaltha Athukorala, Minister of Justice  and Prison Reforms to provide necessary facilities to host the said conference.

     17.      Contract for the construction of Earthquake  Tsunami  Observation Centre and Laboratory Building for Geological Survey and Mines Bureau.

    The Cabinet of Ministers approved the proposal presented by H.E. The President Maithreepala Sirisena, in his capacity as the Minister of Mahaweli Development and Environment to  award the above contract to Central Engineering Services (Pvt. Ltd) for Rs .383.2 million.

     

    18.      Making Monitory Operations Efficient in the Central Bank of Sri Lanka (Document No. 74)

     The Cabinet of Ministers approved the proposal presented by Hon.Mangala Samaraweera, Minister of Finance and Mass Media to implement the project to make monitory operations efficient in the central Bank of Sri Lanka.

    19.      Project to improve at Anuradhapura and Mannnarama Grid Substations (Document No. 76)

    The Cabinet of Ministers approved the proposal presented by Hon. Ravi Karunanayaka, Minister of Power, Energy and Business Development to award above contract to Siemens Ltd. and DIMO (Pvt)Ltd  group upon the recommendation of Standing Procurement Committee appointed by the Cabinet of Ministers.

     

    20.      New Building Complex for Gampaha District Secretariat (Document No.77)

    The Cabinet of Ministers approved the proposal presented by Hon. Wajira Abeywardhana, Minister of Internal and Home Affairs and Provincial Councils and Local Government to award the contract for the  construction of new building complex for Gampaha District Secretariat to Sunken Constructions (Pvt)Ltd for Rs 3,054.2 million.

     

    21.     The Cabinet of Ministers approved the proposal presented by Hon. Patali Champika Ranawaka , Minister of Megapolis and Western Development to setup sanitary facilities for the benefit of tourists and local devotees under a cost of Rs. 50 million.

    22.      Improving and widening 2 Km s in Matara – Hakmana Road (Document No. 84)

    The Cabinet of Ministers approved the proposal presented by Hon. Kabeer Hasheem , Minister of Highways, Road Development  and Petroleum Resources Development to develop first 2 Km in Matara – Hakmana Road, using a cost of Rs. 869 million.

     23.     Construction of a Bypass Road in Rathnapura Town, (Document No. 85)

    The Cabinet of Ministers approved the proposal presented by Hon. Kabeer Hasheem , Minister of Highways, Road Development and  Petroleum Resources Development to construct 2.2 Km bypass way from Veralupe to Warakathota Bridge and to build 900m long 3 bridges.

    24.     Gravity,  Gravity Sequential, Magnetic Researches to explore Oil and Natural Gases in Mannar and Cauvery Basin.

    The Cabinet of Ministers approved the proposal presented by Hon. Kabeer Hasheem , Minister of Highways , Road Development and Petroleum Resources, to award this contract to Bell Geospace Ltd. upon the recommendations of cabinet appointed negotiation Committee.

     25.     Upgrade Rural Youth through Young Farmer Co-operative Village Program.    

     The Cabinet of Ministers approved the proposal presented by Sajith Premadasa, Minister of Housing, Constructions and Cultural Affairs to provide 15 perch land and 40 perch land for cultivations for a unmarried young person as an encouragement to get their contribution to National Economy through Co- Operative Village Program.

     26.      Conduct the Regional Conference of Sustainable Sanitary Solutions

    The Cabinet of Ministers considered the facts presented bythe Hon. Rauff Hakeem Minister of City Planning, Water Supply and Higher Education regarding the conference to be held in Colombo on 21 to 23 February 2019.

     27.      Provide Rapid Relieves to Small and Medium level Mill Owners. (Document No 102)

    The Cabinet of Ministers approved the proposal presented by H.E.The President Maithreepala Sirisena to introduce a system to avoid difficulties that these mill owners have to face by providing fund through the members of District Co-operative Societies to purchase paddy from farmer.

     28.      Suspension of importing Spices using various methods  to resolve the problems risen in the  Industry of Local Spices and associated products. 

    The Cabinet of Ministers approved the proposal presented by MaliK samarawickarama, Minister of Development Strategies and International Trade to suspend importing spices in various ways and to avoid re-export these products  as Sri Lankan Products.
