    Decisions taken by the Cabinet of Ministers at its meeting held on 10.07.2018

    July 11, 2018

    1.      Grant and Implementation Agreement between Millennium Challenge Corporation and Sri Lanka (Document No.  09)

    The Cabinet of Ministers considered the cabinet memorandum presented by Hon Ranil Wickramasinghe, Prime Minister & Minister of National Policies and Economic Affairs, stating that it is expected to obtain approximately USD 450-500 Million grant for two projects on Transport Field Development and Land Administration Process and, regarding the present status of the major investments of Millennium Challenge Corporation.

    1. Rapid Program to issue Land grants with respect to Government Lands  (Document No.11)

     The combined proposal presented by President Ranil Wickramaisnghe as the Minister of  National Policies and Economic Affairs and Hon. Gayantha Karunathilake, Minister of Land and Parliament Reforms, to implement a rapid program to provide of 11,00000 Land Grants during 2018-2020, was approved by the Cabinet of Ministers.

     

    • 3.Construction of Colombo Train Controlling Centre and Railway Operations Headquarters  (Document No.13)

     

    The Cabinet of Ministers approved the proposal Presented by Hon. Nimal Siripala De Silva, Minister of Transport and Civil Aviation to allocate a land ( 1 acre and 02 roods )in Maradana   to construct  Colombo Train Controlling Centre and Railway Operations Headquarters, under  Colombo Suburban Railway Efficiency Improvement Project funded by the Asian Development Bank.

     

    1. Macro State Monitory Framework for preparing 2019 Budget (Document No.14)

     National Budget 2019 will be prepared based on Performance Based Budgeting. The cabinet of Ministers approved the proposal presented by Hon. Mangala Smaraweera, Minister of Finance and Mass Media to prepare 2019 budget by identifying Major Projects of the Government and allocating provisions to Line Ministries. 

     

    1. Memorandum of Understanding Between Sri Lanka and Bagladesh on Corporation in Fields of Health and Medicine  (Document No.20)

     

    The Cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathne, Hon. Minister of Health , Nutrition and Indigenous Medicine to enter into a Memorandum of Understanding on activities associated with  Health and Medical  between Ministry of Health, Nutrition and Indigenous Medicine in Sri Lanka and Management and Training International Institute Ltd.

     

     

     

    1. Memorandum of Understanding Between Sri Lanka and Finland on Corporation in the Field of Health   (Document No.21)

     

    The Cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathne, Hon. Minister of Health , Nutrition and Indigenous Medicine to enter into a Memorandum of Understanding on the field of Health,  between the  Ministry of Health, Nutrition and Indigenous Medicine in Sri Lanka and Ministry of Social Activities and Health in Finland Republic.

    1. Amendment of National Institute of  Plantation Management Act. No 45 of 1979 of a functional framework and Providing infrastructure facilities to assist State-Private Cooperation.  (Document No.30)

    The proposal made by Hon. Naveen Dissanayake, Minister of Plantations to amend the said act to amend National Institute of Plantation Act. NO 45 of 1979 convert

    The cabinet of Ministers approved the Proposal presented by Hon. Mangala Samaraweera , Minister of Finance and Mass Media, to implement a program  under funds provided by the world bank to assist the State-Private Cooperation Program implemented by  National Agency for Public Private Partnerships. 

     

    1. Introducing Fixed Cess Tax on Tea Stock Export  (Document No.31)

    The Cabinet of Ministers approved the proposal presented by Hon. Naveen Dissanayake, Minister of Plantation Industries to impose a fixed cess tax of Rs.10.00 Per Kilo Gram on Stock Exportation of Tea.

     

    1. Allocation of lands for the construction of Kelawarapitiya Natural Gas Power Station   (Document No.32)

    The Proposal of Hon. Ranjith Siyambalapitiya, Minister of Electricity and Renewable Power Energy to conduct a proper environmental evaluation and consequently allocate a 110 Acre Government land situated in Kelawarapitiya area to Lanka Electricity Board to construct proposed Natural Gas Power Stations, was approved by the Cabinet of Ministers.

     

    1. Technical Consultation for the successful implementation of Samurdhi Beneficiaries Empowerment Programs (Document No.33)

     

    The Cabinet  of Ministers approved the proposal presented by Hon. P. Harrison, Minister of Social Empowerment to enter into a Memorandum of Understanding between the Ministry of Social Empowerment ,Sri Lanka and Thailand International Corporation Agency  in order to acquire technical consultation  through Thailand’s “One Tambon, One Product” (OTOT) entrepreneur Motivation Program.

    1. Active Contribution of Tri Forces for controlling Drugs  (Document No.36)

    The Cabinet of Ministers approved the proposal presented by  H.E. The President Maithreepala Sirisena in his capacity as the Minister of Defence and Hon. Ranjith Maddumabandara, Minister of Public Administration and Law and Peace to draft a Drug Controlling Special Provision Bill,  empowering the Tri Force for a particular period as recommended by the Attorney General   .

     

    1. Housing Program for displaced families in Welioya Area (Document No 38)

     

    According to the Cabinet approval  a housing project to construct 1084 houses  has been implemented and  more 256 displaced families have requested for an assistance to build their houses. Accordingly the cabinet of Ministers approved the proposal presented by   Hon. Sajith Premadasa, Minister of Housing and Constructions to provide houses for them under the above program.

     

    1. Facilitating newly incorporated Local Government institutions (Document No.42)

    The proposal presented by Hon. Faizer Mustafa, Minister of Provincial Councils and Local Government to allocate Rs 540 Million from treasury to facilitate the newly incorporated 10 Local Government Institutions .                 

                                    

    1. Development of Deniyaya “Sathi Pola” (Document No.44)

    The cabinet of Ministers approved the combined proposal of Hon. Sagala Rathnayake, Minister of Project Management and Southern Development to Develop the “ Sathi Pola” at Deniyaya town as a shopping complex with new road system and sanitary facilities.

     

    1. Establishment of Elephant Detention Centre for two elephants in Sinharaja Reserve (Document No.49)

    The Cabinet of Ministers approved the Proposal presented by Field Marshal Sarath Fonseka, Minister of Sustainable Development, Wild Life and Regional Development to take over a 36 Hectares land in Parugala area (in Dolekanda Grama Niladhari Division)  for this purpose.

    1. Purchasing Gas Cylinders use by Litro Gas Lanka company   for gas (Document No.50)

    The cabinet of Ministers approved the proposal presented by Hon.  Lakshman Kiriella Minister of  Public Enterprises and Kandy Development to purchase 656,298 empty LP gas cylinders with safety Valves (various sizes)  from M/s Mauriya Udyog Ltd. for Rs. 2,057.1 Million.  

     

    1. Second Phase constructions of Accident and Emergency Care Unit in Jaffna Teaching Hospital  (Document No.53)

    The Proposal Presented by Dr. Rajitha Senarathne, Minister of Health, Nutrition and Indigenous Medicine to award the above construction activities to Engineering Advisory Council and Central Engineering Services Privet company for Rs.1,224.6Million, was approved by the Cabinet of Ministers.

    1. Construction of 10 story Building at Badulla Provincial General Hospital (Document No.54)

    The cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathne, Minister of Health, Nutrition and Indigenous Medicine to award the contract of constructing  a 10 storied building at Badulla General Hospital to Engineering Advisory Council with Rs.3,958.2 million investment.

    1. Implementation of Light Rail Transit Project (Document No.56)

    The Cabinet of Ministers approved the proposal presented by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development to implement a 17 km Light Railway Transit Project from Malabe to Multi Modal Transport Centre in Colombo Fort.

    1. Construction of Ambathale Water Pumping Station (Document No.57)

    The Cabinet of Ministers approved the proposal presented by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development to award the contract of planning and constructing above project to M/s Salcon Engineerign Berhad  in  Malasia for Rs. 1,171.5 Million (Tax free)

     

    1. Supplying LED electric bulbs on Concessionary price for the customers who use low electricity     (Document No.59)

    The Proposal Presented by Hon. Ranjith Siyambalapitiya, Minister of Power and renewable energy to award the contract of providing 10 stocks of LED bulbs to M/s Rang Dong Light Source & Vacuum Flask for Rs.169.6 million per each stock was approved by the Cabinet of Ministers.

     

    1. Construction of KOkilai Bridge (Document No.60)

     

    The Cabinet of Ministers approved the combined proposal presented by Hon. Prime Minister Ranil WIckramasinghe  In his capacity as the Minister of National Policies and Economic Affairs and Hon. Kabeer Hashim, Minister of Highways and Road Development to award the contract of Kokilai Bridge and access roads to Bilfinger MCE Slany sto of Czech Republic  for Euro 48.8 million.

     

     

    1. Printing School Text Books distributed to Students  for year 2019 ( Document No 64)

    The cabinet of Ministers approved the proposal presented by Hon. Akila Wiraj Kariyawasam, Minister of Education to award the contract of printing 39.7 million copies of school text books to 27 local printing institutions for Rs. 3,473.1 million.

     

    1. Supply of 120,000 bottles (50 ml) of  Human Albumin Solution (Document No.69)

    The cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathne ,Minister of Health, Nutrition and Indigenous Medicine to award the procurement of supplying 120,000 of  Human Albumin Solution BP/PH EUR, 20%  50 ml bottles  to M/s Shire Singapore Pte. Ltd for USD 2.82 million

    1. Purchasing  93,767 foldable eye Lenses ( Document No 70)

    The Cabinet of Ministers approved the proposal presented by Dr. Rajitha Senarathne ,Minister of Health, Nutrition and Indigenous Medicine to award the procurement of supplying 93,737 foldable Eye Lenses to M/s Hemas Pharmaceuticals (Pvt)Ltd for Rs.1,062.2 million.

    1. Midyear Financial Report 2018 (Document No 73)

    The cabinet of Ministers approved the proposal made by Hon. Mangala Samaraweera, Minister of Finance and Mass Media to present the 2018 Midyear Financial Report  to the parliament.

    1. Public awareness on massive investments in Irrigation Field implemented under the Mahaweli Water Security Investment Program (Document no 74)

    The Cabinet of Ministers approved the proposal presented by H.E. the President Maithripala Sirisena, in his capacity as the Minister of Mahaweli Development and Environment to make public awareness
