01. Implementation of Strategic Plan of the United Nations’ World Food Project with respect to Sri Lanka (Document 08)
Proponent – Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs
Description – World Food Organization has agreed to provide US $ 46.8 million for the Implementation of Strategic Plan of the United Nations’ World Food Project, with respect to Sri Lanka. Accordingly it was decided to sign a Memorandum of Understanding with World Food Organization in order to accept that grants. Further it was decided to implement the said strategic plan through respective Ministries.
02. Project to establish a Neonatal Infant Specialist Centre and Obstetrics Investigations Unit at De Soysa Maternity Hospital (Document 10)
Proponent – Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs
Description – It was decided to enter into loan agreements with Standard Charted Bank to obtain a loan of EUR. 17.99 million and with Sampath Bank to obtain a loan of EUR. 8.45 million in order to implement this project.
03. Implementation of a Health Evaluation Program for the Immigrants to Sri Lanka (Document 13)
Proponent – (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine
Description – It was decided to sign a Memorandum of Understanding between International Organization of Migration and the Ministry of Health, Nutrition and Indigenous Medicine representing Sri Lanka in order to establish and implement a Health Evaluation Program for Resident Visa Applicants in Sri Lanka.
04. Alternative Sources of Funding (Document 15)
Proponent – Iran Wickramarathne Acting Minister of Finance and Mass Media
Description – It has been estimated that a sum of US $ 732 million is needed in first quarter of 2018, for refunding foreign debts and for debt services. Since it is advantageous to Release Sri Lanka Development Bonds with a relatively high cost and maturing in 2018, Cabinet of Ministers approved the proposal to provide funds up to US $ 300 million through the Foreign Currency Banking Units of Peoples' Bank and Bank of Ceylon or Offshore Banking Units.
05. Mullaitivu Water Supply Scheme (Document26)
Proponent - Rauff Hakeem, Minister of City Planning and Water Supply
Description – It was decided to award the tender for the Construction of Mullaitivu Water supply Scheme to Joint Venture of M/s. Ceylex Engineering (Pvt.) Ltd. and Pratibha Industries in India for Rs. 894.74 million ,on the recommendation of Standing procurement Committee.
06. Procurement for the Eye Contact Lenses used for Eye Surgery. (Document No. 27)
Proponent – (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine
Description – It was decided to award the tender for the purchase of 18,600 Hydrophobic Lenses to M/s. Vision 2000 (Pvt.) Ltd. For Rs. 322.84 Million in accordance with the recommendation of Standing Procurement Committee which has been appointed by the Cabinet.
07. Introducing Information Management System for Technical Vocational Education and Training Sector ( Document No. 28)
Proponent – Mr.Chandima Weerakkody, Minister of Skills Development and Vocational Training
Description - It has been proposed to introduce a Modern Information Management System to the institutions which provide Vocational Training and Technical Education under the Ministry of Skill Development and Vocational Training. It was decided to initiate and implement work during the year 2018.
08. A Memorandum of Understanding between the University of Peradeniya and Southeastern University of Norway on Corporation in the field of Higher Education, . (Document No. 32)
Proponent – Lakshman Kiriella, Former Minister of Higher Education and Highways
Description – With the agreement of Mr. Kabir Hashim , Present Minister of Higher Education & Highways It was decided to sign the Memorandum of Understanding proposed by the former minister. Activities such as Conducting Joint Research and Educational Programs, Exchange of Academic Staff, and Students, and Expansion of the Courses are covered by the Memorandum of Understanding.
09. Conducting the Inauguration of 70th World Health Day (Document No. 33)
Proponent – Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine
Description – It was decided to host the inauguration of World Health Day which has been organized to commemorate the of 70th anniversary of World Health Organization at Colombo on 7th April 2018 with the participation of representatives of 11 countries.
10. Provide Provisions for supplying Garbage Collecting Machines to Local Government Institutions in Sri Lanka. (Document No. 37)
Proponent – Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs
Description – It has been planned to provide 190 Garbage Collecting Vehicles to 84 Local Government Institutions with the intention of widening the capacity of collecting and transporting garbage. It was approved by the cabinet of Ministers to obtain a loan of not more than US $ 14 million from Economic Development Cooperation Fund of Export-Import Bank of Korea.
11. Memorandum of Understanding between Bandaranayake International Diplomatic Training Institute (BIDTI) in Sri Lanka and Foreign Services Academy (FSA) in Pakistan. (Document Number 44)
Proponent – Mr. Thilak Marapana, Minister of Foreign Affairs
Description – It was decided by the Cabinet of Ministers to sign the proposed Memorandum of Understanding during the recent official visit by His Excellency the President to Pakistan. There will be Opportunities to develop the relationship between Foreign Service Officials in both countries, and exchange the knowledge on Foreign Policies, International Relationship, International Law, and Diplomatic Activities due to this Memorandum of Understanding.
12. Memorandum of Understanding between Industrial Technology Institute, Sri Lanka and International Centre for Chemical and Biological Science in Pakistan. (Document Number 45)
Proponent – Mr.Susil Premajayantha, Minister of Science Technology and Research.
Description – With the intention of co-operation in Chemical and Biological Fields in both countries, it was decided to sign the proposed Memorandum of Understanding during the recent official visit by His Excellency the President to Pakistan
13. Memorandum of Understanding between Sri Lanka Institute of Development Administration and National Institute of Public Policy in Pakistan (Document Number 46)
Proponent – Ranjith Maddumabandara, Minister of Public Administration and Management
Description – it was decided to sign the proposed Memorandum of Understanding in order to expedite Government service through the capacity development of Government Sector.
14. Amendment of Companies Act no 7 of 2007, in order to avoid Money Laundering and Funding Terrorism (Document No 47)
Proponent – Mr. Champika Premadasa, Acting Minister of Industry and commerce
Description – It has been identified the necessity of rapid legal amendments to avoid Money Laundering and Funding Terrorism. Therefore it has been decided to made necessary amendments to the Companies act No.7 of 2007 to collect the details on share holders who has more than 25% of company ownership of a company (excluding Limited Public Companies) or beneficiaries those who have active control of such company.
15. Supply of Chemical Fertilizers for the Paddy cultivation in Yala Season. (Document - 51)

Description – In accordance with the recommendation of Special Standing Procurement Committee, appointed by the Cabinet of Ministers it was decided to purchase Chemical Fertilizers as follows.
• 24,000 Metric Tons of Urea Fertilizer from M/s Ameropa Asia (Pvt.)Ltd.
(1 Metric Ton of Urea Fertilizer for US $ 307.18)
• 18,000 Triple Super Phosphate from M/s Agri Commodities & Finance FZE
(1 Metric Ton of Super Phosphate for US $ 333.5)
• 18,000 Metric Tons of Muriate of Potash from M/s Agricultural Resources and Investment (Pvt.) Ltd. (1 Metric Ton of Muriate of Potash for US $ 315.85)
16. Memorandum of Understanding between the Institute of National Security Studies in Sri Lanka and Institute of Strategic Studies ,Islamabad (Doc No-52 )
Proponent – H.E. the President Maithripala Sirisena, in his capacity as the Minister of Mahaweli Development and Environment
Description- It has been decided to enter into the Memorandum of Understanding between the institute of National Security Studies and the Institute of Strategic Studies, Islamabad in Pakistan in order to develop the Cooperation between Sri Lanka and Pakistan on National Security Studies.
17. Granting Loans under Concessionary interest rate for the properties which has been destroyed due to the problematical situation in Kandy. (Doc No- 53)

Description – It was decided to Grant Loans under “Athwela Loan Scheme” on 2% concessionary interest rate and with subjected to the respective conditions and regulations in order to restore the such destroyed businesses in Kandy District.
