    DECISIONS TAKEN BY THE CABINET OF MINISTERS AT ITS MEETING HELD ON 20.02.2018 Featured

    01 . “Ape Suwaya Rate Saviya “(Our Health –Country’s Strength) National Health Promotion Program (Document No – 05)

     

    Proponent –   H.E. the President Maithiripla Sirisena
    Description - The Project will be implemented as a pilot project in Polonnaruwa, Kalutura,Monaragala ,Badulla,Batticaloa and Kilinochchi districts from the month of February this year for addressing the issue of Non Communicable Diseases.

     

    02. Improvement of water pipe system in line with the Orugodawatta-Ambatale Road Development project (Document No .10).

     

    Proponent- Hon. Prime Minister Ranil Wickremesinghe as the Minister of National Policies and Economic Affairs .
    Description - It was decided to enter in to relevant loan agreements with Unicredit Bank of Austria and People’s Bank for obtaining funds to implement the above project.

     

    03 . Construction of rural bridges (Document No 11)

     

    Proponent – Hon. Prime Minister Ranil Wickremesinghe as the Minister of National Policies and Economic Affairs.
    Description – The Government has planned to construct 4,000 bridges under the Direct Lending Facility of United Kingdom and it was decided to authorize the Ministry of Provincial Councils and Local Government to call for proposals from Construction institutions of UK under a cost of 50 million pounds, and to authorize relevant Technical Evaluation Committee and the Procurement Committee to make recommendations on the above matter.

     

    04. Obtaining funds for General Education Modernization Project (Doc No 13 ).

     

    Proponent – Hon. Prime Minister Ranil Wickremesinghe as the Minister of National Policies and Economic Affairs.
    Description – It was decided to hold loan negotiations with International Development Agency of World Bank for Obtaining USD 100 million of funds for implementing the above project.

     

    05. Air Transport Bill ( Doc No -14)

     

    Proponent - Transport & Civil Aviation Minister Nimal Siripala de Silva
    Description - It was decided to publish the above Bill in the gazette and present it in parliament for approval.

     

    06. Provision of the allowance of LKR 50,000/= for house owners who have been evacuated due to landslide in Meethotamulla waste Dump ( Doc No.17)

     

    Proponent - Disaster Management Minister Anura Priyadarshana Yapa
    Description - It was decided to further provide the LKR 50,000/= allowance for 60 identified families until the assessment and payment of compensation is completed.

     

    07. Signing of MOU between National Science Foundation of Sri Lanka and German Academic Exchange Service of Germany on cooperation in science and research studies. ( Doc No - 19)

    08. Implementation of Middle Income Housing Loan Scheme ( Doc No - 23 )

     

    Proponent - Finance & Mass Media Minister Mangala Samaraweera
    Description - Above project will provide loans through NSB up to LKR 5 million with a repayment period of 25 years. Interest for first 5 years is 7%. The rest 5% will be paid by the government and it was decided to enter into relevant agreements with the NSB for implementing this project.

     

    09. Implementation of Sustainable Urban Development Project ( Doc - 25)

     

    Proponent - Megapolis & Western Development Minister Patali Champika Ranawaka
    Description - It was decided to implement above project and obtain necessary funds with the view of developing following 13 cities as strategic cities.

    10. Construction of a building complex for offices of parliament, offices of National commissions, cabinet offices and other government offices (Doc No.26)

     

    Proponent – Megapolis & Western Development Minister Patali Champika Ranawaka
    Description – It was decided to construct above building complex with 35,000 m2 of building space, 15,000 m2 of common space and with parking space and to complete the project within 03 years.

     

    11. Establishment of South Asian Regional, Intelligence and Coordination Center for fighting organized crimes (Doc. 30)

     

    Proponent – Law and Order and Southern Development Minister Sagala Rathnayaka
    Description – It was decided to establish the above Centre in Sri Lanka and to establish it temporarily within the premises of Dangerous Drugs Control Board.

     

    12. Amendment of Voluntary Social Service Organizations (Registration and Supervision) Act No. 31 of 1980 (Document No -31)

     

    Proponent - National Coexistence, Dialogue, and Official Languages Minister Mano Ganeshan.
    Description – It was decided to publish the Draft Bill with the above purpose in gazette and present in parliament for approval.

     

    13. Preparation of coast line from Mount Lavenia to Angulana under the Southern Colombo Sand Engine Project. (Document No -32)

     

    Proponent – H.E. the President as the Minister of Mahaweli Development & Environment
    Description – It was decided to implement above project using LKR 800 million of allocations for 2018 and to select a suitable contractor through international competitive bidding.

     

    14. Award of contract for construction of 3rd phase of Central Expressway from Pothuhera to Galagedera via Rambukkana (32.5km) (Document No -33).

     

    Proponent – Hon. Prime Minister as the Minister of National Policies & Economic Affairs
    Description - Tokyo Mitsubishi Bank of Japan has agreed to provide funds of Japanese Yen 100 billion and it was decided to award the contract to M/S Taisei Corporation of Japan.

     

    15. Providing waste water disposal facilities for Colombo Port City Premises (Document No -37)

     

    Proponent – Megapolis & Western Development Minister Patali Champika Ranawaka

    Description – A piling foundation has to be constructed on the above purpose and the contract was awarded as follows.

    Awarded to   - M/S ELS Construction (pvt) Ltd.

    Cost – LKR 48 million

     

    16. Improvement of Grid Substations under ‘Green Energy Development and Energy Efficiency Improvement Investment Project’ (Doc No -38)

     

    Proponent -Power & Renewable Energy Minister Ranjith Siyambalapitiya
    Description –It was decided to purchase 02 transformers for Pannipitiya & Veyangoda grid substations & to purchase 05 -36KV GIs Connecting Panels for Kalutara ,Kesbewa,Old Anuradhapura , Kappalturai and Kerawalapitiya grid Substations.

     

    17.Award of contract for supply of fire fighting Vehicle/ Equipment for Colombo Municipal Council (Doc No. 40)

     

    Proponent –Provincial Councils & Local Government Minister Faizer Musthapha
    Awarded to –M/S Rosenbauer International AG of Austria
    Cost- 10.3 Million Euros

     

    18. Award of contracts for development of infrastructure in universities (Document No.43)

     

    Proponent – Higher Education & Highways Minister Lakshman Kiriella.
    Description - It was decided to award following contracts


    (I) UOC- Student service center for Science faculty.
    Awarded to - State Engineering Corporation

    Cost – LKR 381.49 million

    (II) Sri Lanka Buddhist & Pali University - Construction of Language Proficiency Development Center and an Examination Hall.

    To –Central Engineering Service (pvt) Ltd

    Cost – LKR 2015.42 million

    (III) Construction of multipurpose Auditorium for Trincomalee Campus of Eastern University of Sri Lanka.

    To – M/S Link Engineering (pvt) Ltd

    Cost – LKR 674.47 million

    (IV) Construction of a building complex for Faculty of Communication & Business Studies of Eastern Universiry of Sri Lanka
    To – M/S Edward and Christier (Pvt) Ltd
    Cost - LkR 701.18 million

     

    19. Providing tax concessions for lands provided on long term lease basis for agricultural affairs (Doc. No. 47)

     

    Proponent – Land and Parliamentary Reforms Minister Gayantha Karunathilaka
    Description - Following concessions will be provided
    (i) Exempt from charge of three times as the annual tax
    (ii) Instead of 50 % tax increase in every five years, add only20 % to previous year’s tax amount.
    (iii) In case of extension of lease period, consider the value calculated by adding 20% to the lease amount of previous lease period as its initial lease amount

     

    20. Obtaining funds from Asian Infrastructure Investment Bank for implementing Sri Lanka Accelerated Solid waste Management Project (Doc .No . 48 )

     

    Proponent – Hon. Prime Minister as the Minister of National Policies and Economic Affairs
    Description – Estimated cost of the project is USD 274 million. Funds will be provided as follows,
    USD 115 million – International Bank for Reconstruction and Development of the World Bank
    USD 115 million – Asian Infrastructure Investment Bank (AIIB)
    USD 44 million – Government of Sri Lanka
    It was decided to hold loan negotiations with AIIB for obtaining the loan of USD 115 Million granted by them.
