    DECISIONS TAKEN BY THE CABINET OF MINISTERS AT ITS MEETING HELD ON 07.11.2017 Featured

    01. Subject – Enter into framework agreement with Republic of Korea on Economic Development Cooperation. (Document No - 06)


    Proponent – Hon. Prime Minister Ranil Wickremesinghe as the Minister of National Policies and Economic Affairs
    Description - A loan of USD 500 million will be granted for economic development of the country within 2017 – 2019 with a repayment period of 40 years including a concession period of 10 years.



    02. Subject - Payment of a monthly allowance for centenarians (Document No -08)


    Proponent - Social Empowerment, welfare and Kandyan Heritage Minister S.B. Dissanayake
    Description - About 350 centenarians were identified in the country. A monthly allowance of Rs. 5000/- will be paid to such low income elders.

     

    03. Subject - Present the gazette notification No 2031/49 dated 11 August 2017, issued under the Revenue Protection Act No 19 of 1962, in Parliament for approval (Document No -15)

    Description – Gazette was issued to amend descriptions of some custom code numbers.

    06. Subject - Use of underutilized lands for housing and human settlement development. (Document No - 26)

    Description - with some regulation made on paddy fields and agricultural lands they could not be used in housing development project even though they are underutilized. According to the recommendations of committee of officials appointed earlier by the Cabinet in this regard it has been decided to appoint a group of officials at Head office of Department of Agrarian Services, to approve use of such underutilized lands.


    07. Subject – Reconstruction of Nilwala National College of Education, Akuressa which was damaged due to natural disasters (Document No – 29)

    Proponent - Education Minister Akila Viraj Kariyawasam

    Description - Czech Republic has agreed to provide financial aids of LKR 15 Million and a MoU is to be signed in this regard.

     

    08. Subject - Award of contract for expansion of sewerage activities in Dehiwala – Mount Lavinia (Document No – 34)

    09. Subject - Award of contract for Construction of Thelawala Training Centre and other buildings under Greater Colombo Water and Waste Water Management Improvement Investment Programme (Document No - 35)

    10. Subject - Galigamuwa Water Supply Scheme (Document No - 36)

    Cost - USD 4.6 Million and LKR 1,268 Million
    Description - Project aims to provide safe drinking water for about 45,000 people in 29 Grama Niladhari Divisions in Kegalle District.

     

    11. Subject - Purchase of coal required for Coal Power Plant, Puttalam under spot tender method (Document No - 37)


    Proponent - Power and Renewable Energy Minister Ranjith Siyambalapitiya
    Tender awarded to - Swiss Singapore Overseas Enterprises Pvt. Ltd.
    Rate - FOBT Price of USD 87.97 per 01 MT

     

    12. Subject - Selection of a Contractor for 'Adhikarana Niwahana' Project (Document No. – 42)


    Proponent - Justice Minister Thalatha Athukorala
    Description - Above project expects to construct a court complex with 40 court–houses, Justice Ministry complex, improvement of Judges Training Institute, and to construct a Legal Centre for training lawyers.

     

    13. Subject - Establishment of 400 Mw Natural Gas Power Plant at Hambantota (Document No. 44)


    Proponent - Power and Renewable Energy Minister Ranjith Siyambalapitiya
    Description – above project is to be implemented as a combined project by China Machinery Engineering Corporation and Ceylon Electricity Board. It will be included in long term energy plan approved by Public Utilities Commission and implemented with relevant approvals.


    14. Subject – Amendment of laws related to bribery and corruption (Document No - 45)


    Proponent – H.E. the President Maithripala Sirisena
    Description – It has been approved to amend Commission to Investigate Allegations of Bribery or Corruption Act and its consequent acts, to overcome difficulties in implementing such laws because of their contradictions.


    15. Subject – Present the report on 'Recent Economic Trends : Special Incidents in 2017 and expectations in 2018' of Central Bank of Sri Lanka in parliament (Document No – 49)

     

    Proponent - Hon. Prime Minister Ranil Wickremesinghe as the Minister of National Policies and Economic Affairs

    Description – The report includes matters about progress in real, foreign, public finance and finance sectors.


    16. Subject - Establishment of a High court under the article 105 (1) (c) of the Constitution (Document No – 51)


    Proponent – Justice Minister Thalatha Athukorala
    Description – It is to establish a separate high court for taking trials on offences on public properties including money laundering, financing terrorism, bribery and corruption which includes 03 three bench tribunals. Judgments of this court may directly appealed to Supreme Court. The legal Draftsman was instructed to draft necessary legislation.

     

    17. Subject – Award of Contact for Construction of a three storied building for Divisional Secretariat, Mahiyanganaya (Document No-52)

    Awarded to – Finite Lanka (Pvt.) Ltd
    Cost – LKR 140.96 million

     

    18. Subject – Award of Contract for balance Construction work of four stories building at District Secretariat Polonnaruwa. (Document No-53)


    Proponent – Home Affairs Minister Vajira Abeywardana
    Cost - LKR 952.90 million (exclusive of taxes)
    Description – Contract of first phase of the project was awarded to Micro Construction (Pvt.) Ltd. Cabinet approved to award its second phase to the same company after considering its progress.

     

    19. Subject – Address the issue of petrol shortage in the country


    Proponent – H.E. The President Maithripala Sirisena
    Description – It was decided to appoint a Cabinet Subcommittee with following Ministers to investigate the issue and make recommendations for overcome this situation and to prevent such situation in the future.
