    DECISIONS TAKEN BY THE CABINET OF MINISTERS AT ITS MEETING HELD ON 29-11-2016 Featured

    01.    Establishment of an internal airline service with public-private partnership (Document No – 08)


    It has been proposed to establish an internal airline service according to the criteria of International Civil Aviation Authority. Accordingly, the proposal made by H.E. the President Maithripala Sirisena, in his capacity as the Minister of Defence, to call for proposals from eligible private investors to select a suitable investor for commencing such an airline service with the Sri Lanka Air Force, was approved by the Cabinet of Ministers.

     

    02.    Establishment of the National Defence College (Document No – 09)


    A National Defence College is proposed to be established in Sri Lanka with the view of connecting Sri Lanka with the world strategically, gathering Sri Lankan and foreign academics in one knowledge hub, and providing a proper training for military and civil officers on defence strategies and methods. Accordingly, the proposal made by H.E. the President Maithripala Sirisena, in his capacity as the Minister of Defence, to use the 'Mumtaz Mahal' premises, which was the former official residence of the Speaker by undertaking required renovations in this regard considering the importance of locating it around Colombo, was approved by the Cabinet of Ministers.

     

    03.    Development of 'Ranaviru resource Centre' Hendala, which provides vocational training for disabled war heroes (Document No – 10)


    The Ranaviru Resource Centre in Hendala was established since 2010 for providing vocational training for disabled war heroes. It undertakes more than 09 vocational training courses with its current infrastructure. The proposal made by H.E. the President Maithripala Sirisena, in his capacity as the Minister of Defence, to develop this resource centre by constructing 05 new buildings and providing infrastructure for 15 courses, was approved by the Cabinet of Ministers.

     

    04.    Prohibition of touting in the airport (Document No – 12)


    Passengers as well as the Airport and Aviation Services (Sri Lanka) Ltd face many difficulties due to illegal touting in the arrival lobby and porch area of the airport on providing transport, exchange of currency and loading packages. The proposal made by Hon. Nimal Siripala de Silva, Minister of Transport and Civil Aviation, to amend the Civil Aviation Act No. 14 of 2010, to prevent this situation as the prevailing legislation is insufficient in this regard, was approved by the Cabinet of Ministers.

     

    05.    Implementation of priority water supply projects in Western Megapolis Area (Document No – 13)


    Government's priority concern is on providing utility services to increasing population in the Western area. A portion of 97.3% of population has the access to safe drinking water and 57.5% of it is provided by pipe water. Existing 19 water treatment plants in the area treats about 1,078,520 cubic metres of water daily. It is expected to be increased to 2,200,000 cubic metres in 2030 to the requirement of a population of 8.7 million; hence, new water supply projects should be implemented. Accordingly, the proposal made by Hon. Rauff Hakeem, Minister of City Planning and Water Supply, to proceed with the activities of 05 new water supply projects covering the areas of Colombo and suburbs, Mirigama Industrial City, proposed aero city in Mirigama, Divulapitiya, Homagama, Horana, and surroundings, was approved by the Cabinet of Ministers.

     

    06.    Amendment of the Quarantine and prevention of diseases ordinance (Document No – 15)


    It is essential to setup the legal framework in Sri Lanka to facilitate prevent the plaguing of communicable diseases from country to country in a background of increasing global relations through international travel, trade, tourism and labourer migration. International Health Regulations 2005 signed by Sri Lanka provides for taking steps relevant to public health on prevention of internationally transmitting diseases. The proposal made by Hon. (Dr.) Rajitha Senarathne, Minister of Health Nutrition and Indigenous Medicine, to make necessary amendments to the Quarantine and prevention of diseases Ordinance which is the legislation related to implementation of IHR in Sri Lanka, was approved by the Cabinet of Ministers.

     

    07.    Construction of a new building for the National Lotteries Board (Document No – 16)


    The National Lotteries Board provides a large contribution to the consolidated fund of the government and its head office is located in a building rented for about Rs. 17.5 million annually, and its space is insufficient for its operations. The proposal made by Hon. Ravi Karunanayake, Minister of Finance, to construct a new building for the NLB in a land in Vauxhall Street, Colombo 02 owned by the NLB, was approved by the Cabinet of Ministers.

     

    08.    Construction of a hostel for the German Tec students (Document No – 18)


    At present 10 fulltime courses are being conducted in Lanka German Technical Training Institute, and about 2000 students around the island are following these courses and it is expected to increase the number of students from 200 at the end or 2017. Accordingly, the proposal made by Hon. Mahinda Samarasinghe, Minister of Skills Development and Vocational Training, to construct a 05 storied hostel at an estimated cost of Rs. 280 million, to provide accommodation for 1000 students, for providing safer accommodation for students, was approved by the Cabinet of Ministers.

     

    09.    Improvement of new utilities and infrastructure required for western region Megapolis (Document No – 19)


    It is expected that there will be an increased demand for essential utility services such as transport, electricity, water, drainage and waste disposal with the implementation of the main plan of the Western Region Megapolis project. Accordingly, the proposal made by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to take following actions to face this challenge, was approved as a policy by the Cabinet of Ministers.

     

    Improvements to road system


        Extension of Baseline Road to Galle Road.
        Extend the Polduwa – Koswatta Road, which is under construction to Kelaniya via Kolonnawa.
        Widening the road section of 120 bus route from Pamankada Bridge to W.A. Silva Mawatha.
        Construction of a new express transport way from multimodal transport hub in Makumbura to Mahenawatta Science and Technology City.
        Construction of new flyovers in Kohuwala junction and Railway crossing near Castle Hospital.
        Construction of multimodal transport hubs in Battaramulla, Katunayake, Kadawatha, Moratuwa, and Panadura and regularizing the bus service reaching the town.
        Extension of proposed elevated road from Kelani Bridge to Rajagiriya via Orugodawatta to outer circular highway covering Battaramulla administrative city.

     

    The Ministry of Higher Education and Highways has already taken steps to implement some of these activities.

     

    Solid Waste Management


        Improvement of municipal solid waste disposal yards using sorting or burning technology.


    Affirmation of required water supply


        Development of big reservoirs in Seethawaka Ganga and Wee Oya which are branches of Kelani River to meet the demand.
        Use of recycled waste water for non-drinking purposes.
        Desalinate of sea water using electricity in off peak hours.

     

    10.    Providing a land for construction of head office of Sri Lanka Amarapura nikayabhiwurdhi dayaka sabhawa (Document No – 20)


    There are about 3700 temple of Amarapura Nikaya in the country and about 12000 monks reside in them. As a request made by the Sri Lanka Amarapura Nikayabhiwurdhi Dayaka Sabhawa, the proposal made by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to donate a land of 02 roods and 4.2 perches owned by the Urban Development Authority located in Sri Jayewardenepura Hospital Road, Thalapathpitiya as a free grant to construct its head office, was approved by the Cabinet of Ministers.

     

    11.    Obtaining a land to construct District Sports Complex in Dadella (Document No – 22)


    A land of 17 acres in Dadella area has been selected to be developed as a public sports stadium as the Galle Public Stadium has been converted into an international cricket stadium. Its construction has been commenced and a 400 m long running track and a swimming pool will be constructed. The joint proposal made by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, and Hon. Dayasiri Jayasekara, Minister of Sports, to obtain an amount of Rs. 400 million from the General Treasury to complete the acquisition of land to complete the above project, was approved by the Cabinet of Ministers.

     

    12.    Commence a factory for production of electricity meter enclosures (Document No – 25)


    More than 250,000 meter enclosures required for the CEB and LECO are obtained through competitive bidding and shortages in market may cause delays in fulfilling consumer demands. Accordingly, the proposal made by Hon. Ranjith Siyambalapitiya, Minister of Power and Renewable Energy, to establish a factory to produce meter enclosures in Galigamuwa Industrial Zone in Kegalle through the Sri Lanka Energies Private Limited owned by CEB and to supply its products to CEB and LECO, was approved by the Cabinet of Ministers.

     

    13.    Protecting houses of the Sobhasiripura Housing Scheme from the threat of landslide (Document No – 31)


    The National Building Research Organization has pointed out that a considerable number of houses in the above housing scheme are under the threat of landslides. Accordingly, the proposal made by Hon. Sajith Premadasa, Minister of Housing and Construction, to obtain necessary allocations from the General Treasury to implement preliminary action required to protect these houses, was approved by the Cabinet of Ministers.

     

    14.    Proposed Memorandum of Understanding for provision of employment in Malaysia to Sri Lankans (Document No – 35)


    The cabinet has approved the signing of a MoU between the two countries to prepare a method to provide employment to Sri Lankans in Malaysia (in 2015).  The proposal made by Hon. Thalatha Athukorala, Minister of Foreign Employment, to sign the prepared MoU between the Ministry of Human Resources of Malaysia and Ministry of Foreign Employment of Sri Lanka, was approved by the Cabinet of Ministers.

     

    15.    Construction of a new national school with multi-ethnic and trilingual education in Polonnaruwa District (Document No – 36)


    The Cabinet has already approved the construction of a new school which has classes from grade 6 in Kaduruwela at an estimated cost of Rs. 1200 million as the Polonnaruwa Royal College is insufficient to provide access to all students who pass grade 5 scholarship examination. The government of Sri Lanka bears Rs. 900 million of the cost while the rest Rs. 300 million will be provided by the Government of India. Accordingly, the proposal made by Hon. Akila Viraj Kariyawasam, Minister of Education, to sign a MoU with the Republic of India for obtaining the said grant and to implement its constructions with the coordination of the Ministry of Education, was approved by the Cabinet of Ministers.

     

    16.    Allocation of 100 housing units to Sri Lanka Police from the "Nila Sevana" project at Wekunagoda, Galle (Document No – 39)


    The proposal made by Hon. Sagala Ratnayake, Minister of Law and Order and Southern Development, to allocate treasury allocations of Rs. 333 million to Sri Lanka Police to allocate 100 housing units for police officers in the ranks of Police Constable, Police Sergeant, and Inspector of Police from the above housing project, was approved by the Cabinet of Ministers.


    17.    Procuring 40-46 seater (2x2) high back 1000 new buses for SLTB (Document No – 42)


    Although bids were called to repair 1000 buses of the SLTB the cost of repairing is closer to the price of a new bus. Accordingly, the proposal made by Hon. Nimal Siripala de Silva, Minister of Transport and Civil Aviation, to holt the project of repairing 1000 buses and instead purchase 40-46 seater (2x2) high back 1000 new buses, was approved by the Cabinet of Ministers.

     

    18.    Establishment of a research and training complex at the faculty of agriculture, University of Jaffna (Document No – 43)


    The proposal made by Hon. Lakshman Kiriella, Minister of Higher Education and Highways, to award the contract for providing consultancy services to the above project, which is funded by the Japan International Cooperation Agency (JICA), as recommended by the Standing Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.

     

    19.    Improvement of Badulla – Chenkalady road – road sections from Badulla to Passara and Passara to Lunugala (Document No – 44)


    The proposal made by Hon. Lakshman Kiriella, Minister of Higher Education and Highways, to award contracts for improvement of road sections from Badulla to Passara (20 km) and Passara to Lunugala (21 km) funded by the Opec Fund for International Development, was approved by the Cabinet of Ministers.

     

    20.    Completion of partially completed projects in Tangalle, Angunakolapelessa, and Middeniya (Document No – 46)


    The proposal made by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to complete the projects of constructing commercial complexes in Tangalle and Angunakolapelessa, and Middeniya urban development project, at an estimated cost of Rs. 60.8 million through contractors selected through competitive procurement method, was approved by the Cabinet of Ministers.

     

    21.    Greater Colombo Transmission and Distribution loss reduction project (Document No – 47)


    The above project is implemented under loan assistance of Japan International Cooperation Agency (JICA). The proposal made by Hon. Ranjith Siyambalapitiya, Minister of Power and Renewable Energy, to award the contract of supply of specialized vehicles for distribution works under the package 3 of the project, as recommended by the Standing Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.

     

    22.    Construction of two wind power plants in Chunnakam (Document No – 48)


    The government has paid its attention on generating a larger portion of electricity requirement by renewable energy sources and it is proposed to establish solar and wind power plants. Accordingly, the proposal made by Hon. Ranjith Siyambalapitiya, Minister of Power and Renewable Energy, to award the tenders of establishing two (02) wind power plants of 10 Mw each in Chunnakam, as recommended by the Standing Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.

     

    23.    Construction of Wattala Court Complex (Document No – 50)


    The Cabinet has already approved the implementation of the first phase of the above project through the Sri Lanka State Engineering Corporation at an estimated cost of Rs. 156.18 million. The functions of the Wattala court are currently done in a part of the Court Complex, Mahara. This project should be completed immediately to provide a good service to residents around Wattala area. Accordingly, the proposal made by Hon. Wijayadasa Rajapaksa, Minister of Justice, to award the second phase of the above project to the Sri Lanka State Engineering Corporation at an estimated cost of Rs. 148.29 million on the basis of design and built, was approved by the Cabinet of Ministers.

     

    24.    Provision of Office Allowances and increase parliament sitting allowance for members of parliament (Document No – 54)


    The proposal made by Hon. Gayantha Karunathilaka, Minister of Parliamentary Reforms and Mass Media, to present a proposal to the parliament for provision of a monthly office allowance of Rs. 100,000 to maintain an office for each parliamentarian including national list MPs from January 2017, and to increase the current parliament sitting allowance from Rs. 500 to Rs. 2500, was approved by the Cabinet of Ministers.

     

    25.    Sand nourishment project in Marawila beach (Phase II) (Document No – 57)


    The above project has been commenced and the proposal made by H.E. the President Maithripala Sirisena, in his capacity as the Minister of Mahaweli Development and Environment, to nourish an additional area in Thalwila beach in Marawila by pumping additional 400,000 cubic metres of sand using balance allocations in 2016, was approved by the Cabinet of Ministers.

     

    26.    Construction of a building to the Attorney General's Department (Document No – 58)


    The Cabinet has already approved the construction of a new building in the Superior Courts Complex and its basic activities have been completed. The proposal made by Hon. Wijayadasa Rajapaksa, Minister of Justice, to award the contract for completing its balance work as recommended by the Cabinet Appointed Procurement Committee, was approved by the Cabinet of Ministers.

     

    27.    Extending the concessionary period of the additional charge for delay in applying for registration of transfer at the change of possession of motor vehicles till 31-12-2016 (Document No - 59)


    The 03 months concessionary period granted under the approval of the cabinet expires on 30-11-2016. A large number of people arrive at the Department of Motor Traffic in this regard causing a very busy situation in department's duties. Accordingly, the proposal made by Hon. Nimal Siripala de Silva, Minister of Transport and Civil Aviation, to extend this concessionary period from another month till 31-12-2016, was approved by the Cabinet of Ministers.
