    Decisions taken by the Cabinet of Ministers at the meeting held on 03-12-2015

     

    01. Amendments to the Local Authorities Elections Ordinance (Chapter 262)

     

    The proposal made by Hon. Prime Minister Ranil Wickremesinghe, to amend the Local Authorities Elections Ordinance (Chapter 262) in view of increasing the women’s representation, introducing the Ward System and make the election system more efficient and productive, was approved by the Cabinet of Ministers.

     

    02. Project for Formulation of Technically skilled and efficient humanitarian search and rescue team in Sri Lanka in disaster situations

     

    The proposal made by HE the President Maithripala Sirisena, in his capacity as the Minister of Defence, to implement the above project at a cost of Rs. 349.2 million within 2016-2018, was approved by the Cabinet of Ministers.

     

     

    03. Project on mainstreaming biodiversity conservation and use in Sri Lanka agro-ecosystems for livelihoods and adaptation to climate change

     

    The United Nations Environment Programme and Global Environmental Facility have granted around Rs. 172 million for the above project. Accordingly the proposal made by HE the President Maithripala Sirisena, in his capacity as the Minister of Mahaweli Development and Environment, to implement the project in the three selected agro-ecosystems i.e. Millaniya Divisional Secretariat Division in Kaluthara District, Ududumbara Divisional Secretariat Division in Kandy District, and in Giribawa Divisional Secretariat Division in Kurunegala District as a pilot project till 2017, was approved by the Cabinet of Ministers.

     

     

    04. Project for Mainstreaming agro biodiversity conservation and sustainable use for improved human nutrition and wellbeing


     
    The United Nations Environment Programme, Food and Agricultural Organization of UN and Global Environmental Facility have granted around Rs. 116 million for the above project. This intends to improve the sustainable use of specific biodiversity in Sri Lanka, food security and livelihood and nutrition of rural communities. Accordingly the proposal made by HE the President Maithripala Sirisena, in his capacity as the Minister of Mahaweli Development and Environment, to implement the project in the three selected areas i.e. Kalawana Divisional Secretariat Division in Ratnapura District, Ududumbara Divisional Secretariat Division in Kandy District, and in Giribawa Divisional Secretariat Division in Kurunegala District as a pilot project till 2017, was approved by the Cabinet of Ministers.

     

     

    05. Microfinance Bill
     


    The Proposal made by Hon. Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs to present the Microfinance Bill in the parliament which includes provisions for regulating and supervising microfinance institutions, was approved by the Cabinet of Ministers.

     

     

    06. Implementation of Aluthgama, Mathugama, and Agalawatta integrated water supply project, Kundasale – Haragama water supply project and Polgahawela, Pothuhera and Alawwa integrated water supply project

     

    The Proposal made by Hon. Prime Minister Ranil Wickremesinghe, in his capacity as the Minister of National Policies and Economic Affairs to obtain loan facilities of US$ 403.01 million from Indian EXIM Bank and US$ 54.44 million from the General Treasury for implementing above projects, was approved by the Cabinet of Ministers.

     

     

    07. Appointment of a Committee comprised of Senior Government Officials to investigate the legitimacy of transactions performed on the tender process for selecting two companies for the procurement of spare parts required for buses of Sri Lanka Transport Board

     

    The proposal made by Hon. Nimal Siripala de Silva, Minister of Transport and Civil Aviation, to appoint a committee comprised of senior officials from the General Treasury, Ministry of Transport and Civil Aviation, and Sri Lanka Customs to investigate on the above matter, was approved by the Cabinet of Ministers.

     


    08. Strengthening the legal and institutional framework for disaster management

     

    The proposal made by Hon. Anura Priyadarshana Yapa, Minister of Disaster Management, to combine the Disaster Management Centre and National Disaster Relief Centre in view of establishing an efficient mechanism in disaster management, was approved by the Cabinet of Ministers.

     

     

    09. Amendment of the Medical Ordinance (Specialist Register)

     

    The proposal made by Hon. Rajitha Senaratne, Minister of Health, Nutrition and Indigenous Medicine, to amend the Medical Ordinance with the view of making provisions for preparing a separate Specialist Register, was approved by the Cabinet of Ministers.

     

     

    10. Meeting local industry requirement of ferrous and non ferrous metal

     

    The Cabinet of Ministers have decided to appoint a Cabinet Subcommittee for recommendation of suitable method to facilitate Small and Medium scale Industrialists to obtain scrap metal and metal blocks disposed from public institutions.

     

     

    11. Amendment of the Sri Lanka Land Reclamation and Development Corporation Act

     

    The proposal made by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to amend the above act to overcome certain difficulties faced in implementing its provisions, was approved by the Cabinet of Ministers.

     

     

    12. Amendment of Registration of Electors (Special Provisions) Act

     

    The proposal made by Hon. Wijayadasa Rajapaksa, Minister of Justice, to draft a new bill including the provisions in the above act to facilitate displaced persons in Northern Province, was approved by the Cabinet of Ministers.

     

     

    13. Present the Right to Information Bill in the Parliament

     

    The proposal made by Hon. Gayantha Karunathilaka, Minister of Parliamentary Affairs and Mass Media, to present the above bill in the parliament that affirms the right to information of the public which is accepted as a fundamental right by the article 14a of the Constitution which was amended by the 19th amendment.

     

     

    14. Supply, establishment and activation of ADS-B system in Sri Lanka


     
    The proposal made by Hon. Nimal Siripala de Silva, Minister of Transport and Civil Aviation, to award the above contract as recommended by the Cabinet Appointed Standing Procurement Committee, was approved by the Cabinet of Ministers.

     

     

    15. Completion of constructions of the District Secretariat - Colombo

     

    Several offices have already been established in the said building. The proposal made by Hon. Wajira Abeywardena, Minister of Home Affairs, to take necessary action on completing the building, was approved by the Cabinet of Ministers.

     

     

    16. Cabinet Subcommittee on Constitutional Reforms

     

    The Proposal made by Hon. Prime Minister Ranil Wickremesinghe, to appoint following ministers for the committee which is to be appointed as per the decision taken at the meeting held on 18-11-2015 for the abolishment of the Executive Presidency, was approved by the Cabinet of Ministers.

    17. Introduction of a national minimum salary for private sector employees

     

    The existing minimum salary has been introduced depending on the per capita monthly poverty line of Rs. 4,000/-. However, considering the present requirements, the proposal made by Hon. W.D.J. Seneviratne, Minister of Labour and Trade Union Relations, to draft legislations to introduce a minimum salary of Rs. 10,000/-, was approved by the Cabinet of Ministers.

     

     

    18. Agreement on consultancy between the Democratic Socialist Republic of Sri Lanka and BASEL institute of Switzerland


     
    BASEL institute is a non profitable organization that works on prevention of corruption and financial crimes. This agreement is to be signed as the country has requested the support of Switzerland on the above matter and it will assist in judicial affairs taking part outside the Sri Lankan jurisdiction. Accordingly, the proposal made by Hon. Mangala Samaraweera, Minister of Foreign Affairs, to sign the above agreement, was approved by the Cabinet of Ministers.

     

     

    19. Obtaining the membership of the Climate Vulnerable Forum

     

    Above forum has been established with the view of sharing bilateral and multilateral cooperation among countries confronting similar climate changes. The proposal made by HE the President Maithripala Sirisena, in his capacity as the Minister of Mahaweli Development and Environment, to obtain the membership of the above forum, was approved by the Cabinet of Ministers

     

     

    20. Essential expenses for the implementation of National Programme for Food Production

     

    Cabinet approval has already been granted to implement the above programme as a priority programme within 2016-2018. Its inaugural programme was held on 05-10-2015 in Kilinochchi District under the patronage of HE the President. Accordingly, the proposal made by HE the President Maithripala Sirisena, to provide basic seeds free of charge for farmers for promoting traditional local seed-paddy with the view of promoting sustainable agriculture without poisons, was approved by the Cabinet of Ministers
