01. Providing Training facilities for foreign security officers at the College of Defence Services Command
The College of Defence Services Command is the highest institution that provides military training in Sri Lanka for the medium level officers of the tri forces and the Police. The institution provides necessary knowledge, capabilities, high command and training for holding high level posts and training for staff level activities. The Cabinet approved a proposal made by the Hon. President Maithripala Sirisena in his capacity as the Minister of Defence to provide training opportunities for 27 foreign military officers and thereby provide Sri Lankan security officers training jointly with foreign security officers, to share friendship, and to share the knowledge and experience of the foreign security service officers.
01. Sri Lanka to commence bilateral, political consultancy services with Philippines and Cambodia
Sri Lanka is maintaining long time bilateral relations with the Republic of Philippines and the Kingdom of Cambodia and it is possible to obtain mutual benefits with the objective of expanding these relationships to a new sphere. At the same time Philippines and Cambodia are two countries that cooperate with Sri Lanka in multilateral forums. The Cabinet of Ministers approved a proposal made by Hon. Minister of Foreign Affairs Mangala Samaraweera to sign Memoranda of Understanding by the Government of the Democratic Socialist Republic of Sri Lanka on providing advisory service with the Department of Foreign Affairs of the Republic of Philippines and the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia.
01. Enforcing the special travel permit introduced by the International Police (INTERPOL) within Sri Lanka
The International Criminal Police Organization (The Interpol) has issued a special travel permit facilitating the obtaining of Emergency Visas for the Interpol Police Officers and the Law Enforcing Officers engaged in cross border investigations relating to the International Police activities. At present several Asian countries including Malaysia, Maldives, Pakistan, Nepal, Afghanistan Laos, the Philippines, and Singapore and International Police member countries numbering 72 countries have accepted this Special Travel Permit. Accordingly, on the request of the International Police Sri Lanka has also agreed to accept this Special Travel Permit. The Cabinet of Ministers approved a proposal made by Hon. Minister of Public Security, and Christian Religious Affairs John Amaratunge to empower the Inspector General of Police to sign the agreement relating to accepting this Special Travel Permit by Sri Lanka as well.
01. Revision of the Registration of Persons Act No. 32 of 1968 to facilitate relevant regulations for the preparation of a personal data network consisting biodata(finger prints) information and for issuing of electronic personal identity cards
The legal draughtsman has prepared a Draft Bill for the revision of the Registration of Persons Act No. 32 of 1968 to facilitate relevant regulations for the preparation of a personal data network consisting biodata(finger prints) information and for issuing of electronic personal identity cards The Cabinet of Ministers approved a proposal made by Hon. Minister of Public Security, and Christian Religious Affairs John Ameratunge to Gazette this Draft Bill and thereafter present it to the Parliament.
01. Northern Province International Relationship Centre Building Complex
Northern Province International Relationship Centre Building Complex being constructed under a cabinet decision taken in the month of January, 2014 in the Kankesanthurai area of Jaffna, comprise many facilities including water, electricity, telephone and internet facilities and it has a floor space of 113,000 sq. feet. In addition to this it also has an internal road network, a garden, two swimming pools, electricity generators, electric elevators, water purification machinery etc. At present around 70% construction work of this building complex has been completed. The estimated approved expenditure for this complex was Rs. 1,587.8 Million and the expenditure for the work that had been carried out so far amounts to Rs. 966.3 Million. The Cabinet of Ministers approved a proposal made by Hon. President Maithreepala Sirisena only to complete the planned work in accordance with the engineering plan and to make use of it for the public utility purpose by vesting it with public, semi government, state or other suitable institutions.
01. Memorandum of Understanding between the Democratic Socialist Republic of Sri Lanka and the Islamic Republic of Pakistan on Cooperation against illicit trafficking in Narcotic Drugs, Psychotropic Substances and their Chemical Precursors
Bilateral discussions between Sri Lanka and Pakistan have been commenced recently on the upgrading of cooperation on the prevention of the use of Narcotic Drugs, and Psychotropic Substances and on Cooperation against illicit trafficking in Narcotic Drugs, Psychotropic Substances and their Chemical Precursors and in these discussions stern attention has been focused on further strengthening action against these activities. Accordingly with the objective of minimizing the dangerous results created by the use of Narcotic Drugs, and Psychotropic Substances and on Cooperation against illicit trafficking in Narcotic Drugs, Psychotropic Substances and their Chemical Precursors the proposal made by the Minister of Public Security, Disaster Management and Christian Religious Affairs John Amaratunge to enter into a Memorandum of Understanding between Sri Lanka and Pakistan was given approval by the Cabinet of Ministers.
01. Holding of “Ceylon Tea Expo Exhibition in Sri Lanka
In 2017 Sri Lanka completes 150 years since the introduction of the Tea Industry as a commercial industry. The Cabinet of Ministers approved a proposal made by the Minister of Plantation Industry Lakshman Kiriella to hold the Ceylon Tea Expo Exhibition in Sri Lanka in 2017 and not in 2015 with the contribution of local tea producers, exporters and all those connected with the industry, to open the gateway through this exhibition to promote Sri Lanka Tea (Ceylon Tea) in the international market and to obtain the highest possible price for Sri Lanka.
01.Establishment of a Special Committee for investigating Election Complaints
Prior to holding a national election to ensure the confidence of the citizens on the process of free and fair election, approval of the Cabinet of Ministers has been given to the proposal submitted by Hon. State Minister of Administration, Provincial Councils, Local Government, and Democratic Governance Karu Jayasuriya for the establishment of a special committee to expeditiously investigate about the election complaints comprising experts of legal, administration, election, fiscal and investigation sectors. The Committee will investigate into reported incidents of misuse of State Media, illegal use of public properties for election activities, use of government servants in political activities misuse of government funds, violations of rules and regulations of Act No. 15 of 1981 relating to the election of a President and to establish an efficient and transparent mechanism to commence expeditious investigations and to take necessary legal and disciplinary action and to present the report of the said special committee within a period of 60 days.
The Cabinet of Ministers took into consideration of the establishment of an Operation Room for Food Security within his Ministry by the Minister of Food Security Gamini Jayawickrema Perera with the objective of collection of data related to monitoring of food production and food imports, food categorization and supervising in order to examining the main food market through suitable policy initiatives since the policy statement of the President Maithripala Sirisena has identified “food security and sustainable agriculture” as an important sector. The Cabinet of Ministers further observed that this centre will become a major centre distributing data on strategic information relating to food security in the country.
